Haenam-gun Secures 691.2 Billion Won Over 5 Years Through Public Contest Projects

6.5-Fold Remarkable Growth from the 7th to 8th Civilian Administration, Accelerated Expansion of Local Finances and Advancement of Current Projects

Haenam-gun, Jeollanam-do, is attracting attention for its remarkable achievements in promoting public contest projects as it strives to overcome difficult local financial conditions and secure momentum for regional pending projects through government and various institutional contests.


According to the county on the 5th, since achieving 188.4 billion won in 2021, it has secured more than 150 billion won in public contest projects for three consecutive years up to last year, totaling 603 projects and 691.2 billion won over the past five years.


In particular, the number of public contest projects, which was only 43 projects and 20 billion won in 2017 before the start of the 7th local government term, increased to 127 projects and 150.1 billion won last year, achieving a remarkable growth of more than 6.5 times.

Last year, the county was consecutively selected for large-scale projects such as the Fisheries Aquaculture Material Cluster Construction Project (42.5 billion won), the Fisheries Village New Vitality Promotion Project (15 billion won), and the Historical and Cultural Environment Maintenance and Development Leading Project in the Historical and Cultural Zone (14.8 billion won).


Also, this year, it has secured 19 projects worth 65.5 billion won, including the Carbon Neutral Cluster Construction Project (45 billion won), which supports the entire process such as research and development of solar panel recycling technology and market development; the Organic Agricultural Industry Complex Service Support Complex Project (18 billion won), which provides comprehensive services such as eco-friendly education, experience, and consumption; the Cultural Industry Promotion Support Project (750 million won), which produces digital videos using skeletal exhibits in the Dinosaur Museum; and the Kimchi Production Cost Reduction Facility Support Project (470 million won), which supports kimchi mixing facilities and brine recycling equipment, continuing its smooth progress.


These achievements of Haenam-gun are the result of sales administration efforts to overcome the limitations of local finances through public contest projects. The county has been establishing a systematic response system for public contest projects, starting with a workshop to strengthen contest response capabilities at the beginning of the year.


The county is accelerating the promotion of public contest projects throughout the year by conducting programs to improve the practical skills of officials, including analysis of the 2024 government budget proposal, education on government public contest policy directions, and preparation of contest project proposals.


County Governor Myeong Hyeon-gwan said, “In the harsh reality of local finances, the selection of large-scale public contest projects has shown great results not only in securing tax revenue but also in solving regional pending projects,” adding, “As securing more central government budgets has become an important task due to the decrease in tax revenue, Haenam-gun’s exemplary case, which has established a preemptive response system since the 7th local government term, is leading to good results.”
