Dobong-gu Actively Implements Proactive Administration for Smooth Construction of Changdong Private Station
Actively Requests Government Including Minister of Land and Prime Minister to Resolve Disagreements on Installation of Counting Stations
Current Progress Rate 37.4%, Construction on Track, Target Completion March 2026

The Changdong Private Station, which had been neglected for the past 12 years, is now progressing smoothly since the launch of the 8th local government administration.
Construction at Changdong Private Station resumed in August 2022. Currently, with a progress rate of about 37.4%, the city expects the construction to be completed around March 2026 if it proceeds as scheduled.
The project’s progress has not been without challenges. Changdong Private Station received its building permit in 2004 and began construction the same year, but construction was halted in November 2010 due to the bankruptcy of the project’s main contractor.
Although construction resumed about 11 years later, from February 2023 there were disagreements between Korea Railroad Corporation (KORAIL) and Seoul Metro regarding the installation of new ticket gates after completion.
Concerned about potential delays caused by the unresolved differences, Oh Eun-seok, Mayor of Dobong-gu, met with Won Hee-ryong, Minister of Land, Infrastructure and Transport, in May 2023 to convey the district’s position on the matter.
In August of the same year, he also visited the construction site with Prime Minister Han Duck-soo, stating, “Changdong Private Station is a long-cherished wish of Dobong-gu residents,” and requested the government’s active cooperation to resolve the disagreement over the ticket gate installation.
Perhaps due to these efforts, on January 26, Korea Railroad Corporation (KORAIL) and Seoul Metro signed a revenue-sharing agreement for Changdong Station, confirming the new gate development project according to the government’s plan.
Currently, Changdong Private Station is undergoing structural work and exterior finishing of the sales building, and next year, structural work along with interior and exterior finishing, auxiliary civil engineering, and landscaping are planned.
The district is continuously communicating with construction stakeholders to ensure smooth progress and is providing administrative support, including mediation among related agencies, without hesitation.
