31 Cities and Counties in Gyeonggi-do Demand Transfer of Industrial Complex Planning Review Authority from Province

31 cities and counties in Gyeonggi Province have decided to request the transfer of the authority to review local industrial complex plans to metropolitan cities with populations of over 500,000.


According to Yongin City on the 28th, at the regular meeting of the 'Gyeonggi Province Mayors and County Governors Council' held at Osan Osan Osaek Culture and Sports Center, 31 mayors and county governors jointly agreed to officially request this to Gyeonggi Province and the government.

Local governments argued that although cities with populations over 500,000 have the authority to designate and approve local industrial complexes, the review of industrial complex plans is still handled by the province, causing a dual system that reduces administrative efficiency.


In particular, for special cities with populations over 1 million such as Suwon, Yongin, and Goyang, the Autonomy Decentralization Committee decided in December 2021 to transfer the authority to review industrial complex plans to these special cities, but follow-up measures have not been implemented, so prompt improvement is necessary.


At the meeting, Hwang Jun-gi, the 2nd Deputy Mayor of Yongin City, explained, "The timing of investment in industrial complexes is very important, but due to the dual system of approval and review, delays in development have occurred, leading to lawsuits between businesses and local governments."


In fact, according to Yongin City, the 'Yongin Semiconductor Cluster General Industrial Complex' being developed in Wonsam-myeon, Cheoin-gu, experienced delays in the installation of substations and drainage facilities due to delayed integrated reviews, and the 'Yongin Giheung Future Urban High-tech Industrial Complex' is also reported to have its development plan delayed by more than four months compared to the original schedule due to requests for re-examination during the review.


Currently, among the cities and counties in Gyeonggi Province, there are 11 places with populations exceeding 500,000, including these three special cities as well as Hwaseong, Seongnam, Bucheon, Namyangju, Ansan, Pyeongtaek, Anyang, and Siheung.
