The Daerim Apartment street housing maintenance project in Yeokgok-dong, Bucheon City, which is the "No. 1 Public Participation Street Housing Maintenance Project" managed by Gyeonggi Province and Gyeonggi Housing and Urban Corporation (GH), will be completed in March.
The public participation street housing maintenance project has the advantage of being jointly implemented by GH as a responsible constructor, not solely by the association, enabling the project to be carried out quickly and stably.
This project involves rebuilding the old Daerim Apartment in Bucheon Yeokgok, which was completed in 1981 with 2 buildings and 48 households, into a new apartment with 1 building of 14 floors above ground and 1 basement floor, consisting of 81 households.
GH signed a joint implementation agreement with the Bucheon Yeokgok Daerim Apartment street housing maintenance project association in March 2019, started construction in November 2021, and completed it in 2 years and 4 months. This is the first street housing maintenance project in Gyeonggi Province involving GH.
The street housing maintenance project is a small-scale housing maintenance project carried out under the "Special Act on the Maintenance of Vacant Houses and Small-scale Housing," aimed at improving housing and residential environments in areas densely populated with small-scale old and deteriorated buildings under 10,000㎡.
Compared to general maintenance projects, procedures such as designation of maintenance zones and promotion committees are omitted, concerns about contractor participation are reduced despite the small scale, and since the management disposition plan is included in the project implementation plan approval, the overall procedural period is shorter, allowing for rapid progress. Especially, when a public institution participates as the project implementer, a special case allowing the project area to be expanded up to 20,000㎡ can be applied.
Instead of the existing method led solely by the association, this Daerim Apartment street housing maintenance project was promoted as a public participation street housing maintenance project jointly implemented by the association and GH. With GH participating as a joint implementer, the funds necessary for the project were borrowed at low interest from the Housing and Urban Guarantee Corporation (HUG) fund and used as project costs,
and if project costs were insufficient, GH procured funds at market interest rates, enabling stable progress from groundbreaking to completion without financial issues.
Gyeonggi Province plans to continue expanding public participation street housing maintenance projects so that small-scale maintenance projects can be carried out quickly and transparently.
Kim Tae-su, Director of Urban Regeneration Division of Gyeonggi Province, said, "By having the public perform all administrative tasks on behalf of the association, the maintenance project could be conducted as quickly and transparently as possible," adding, "The benefits from this ultimately return to the association members."
