Yongin-si, Why Hire New Grade 9 Employees Despite Appointment Backlog?

Difficulty in Subdivision of Giheung-gu Causes 71 Appointment Waits
49 Hired This Year... "Backlog Resolved by Retirement and Voluntary Resignation"

Yongin City in Gyeonggi Province, where more than 70 personnel are waiting for appointment, has decided to newly hire 49 public officials this year.

Yongin-si, Why Hire New Grade 9 Employees Despite Appointment Backlog?

According to Yongin City on the 21st, the city plans to publicly recruit 49 new public officials, including 5 for the 9th-grade general administration position. The recruitment fields are ▲9th-grade administration 5 persons ▲9th-grade tax 3 persons ▲9th-grade computer science 2 persons ▲9th-grade librarian 4 persons ▲9th-grade engineering (electric) 1 person ▲9th-grade green space 1 person ▲9th-grade environment 3 persons ▲9th-grade general civil engineering 14 persons ▲9th-grade architecture 6 persons ▲9th-grade cadastral 3 persons ▲9th-grade disaster safety 3 persons ▲9th-grade broadcasting and communication 2 persons ▲7th-grade veterinary 2 persons.

The city plans to increase the number of civil engineering positions from 11 last year to 14 this year to strengthen expertise in various development projects and facility management, and also to replenish disaster safety positions for fire and other disaster safety. For the 9th-grade administration, 3 persons will be selected through the disabled persons quota and 2 persons through the low-income quota.

The city plans to select the final successful candidates through a written exam on June 22 and an interview in August. The final successful candidates will be appointed sequentially considering their scores by job series, residence, and other factors according to personnel circumstances.

This plan by the city is unusual considering that the existing scheduled hires have been waiting for appointment for nearly two years. Currently, a total of 71 people are waiting for appointment in Yongin City. Among them, 52 successful candidates from last year have not yet been assigned, and 19 successful candidates from 2022 are also waiting for appointment.

Because of this, the city has significantly reduced the recruitment scale for the 'general administration' position this year. While 123, 72, and 29 general administration positions were recruited in 2021, 2022, and last year respectively, this year the recruitment scale has been reduced to 5.

The backlog in new public official appointments in the city is due to delays in the originally planned subdivision of Giheung-gu. The city had planned to divide Giheung-gu, which has a population of over 430,000, into Giheung-gu and Guseong-gu and recruited new personnel considering this. However, as the plan was postponed, a mismatch in personnel supply and demand occurred.

However, considering the natural decrease in personnel due to retirements this year, the city believes the appointment backlog issue will be resolved. A city official said, "It is estimated that 151 more public officials will be needed this year due to retirement and honorary retirement," and added, "By the end of this year, both those waiting for appointment and newly recruited personnel will be able to be appointed."
