Launch of Jung-gu Conflict Management Deliberation Committee

Jung-gu District Office in Seoul (Mayor Kim Gil-seong) held the first meeting of the Conflict Management Deliberation Committee on the 20th at the Jung-gu Office Planning Situation Room to provide professional review and advice on public conflict management.


The Conflict Management Deliberation Committee, launched on this day, was established for the first time in accordance with the "Jung-gu Public Conflict Prevention and Adjustment Ordinance" enacted last November. It consists of a total of 11 members, including 2 ex officio members. Experts from various fields with extensive knowledge and experience in conflict management, such as public conflict specialists, university professors, lawyers, and architects, participated.


The Conflict Management Deliberation Committee reviews and provides advice on all matters related to the district’s public conflict management. "Public conflict" refers to conflicts of interest that occur between stakeholders affected by the district’s formulation or implementation of public policies or between districts themselves. Unlike civil complaints, which can be managed through laws or administrative systems, conflicts arise complexly beyond the administrative agency’s authority and discretion, making early response difficult.


For efficient conflict management, the district plans to systematically manage conflicts from planning to execution for projects requiring expert advice by organizing the Conflict Management Deliberation Committee. Various opinions presented during this process will be actively utilized, and parts requiring institutional improvement will be revised.


At the first regular meeting of the Jung-gu Conflict Management Committee held after the appointment ceremony on the same day, Lee Kyung-soon, CEO of the Administration and Communication Research Institute, was elected as the chairperson, and deliberations were conducted on the "2024 Jung-gu Conflict Management Operation Comprehensive Plan (draft)."


Meanwhile, to ensure systematic conflict management, Jung-gu produced a "Conflict Management Work Manual" in January and distributed it to all departments. It contains the conflict management process and specific conflict adjustment cases so that project managers can utilize it in their practical work.


Kim Gil-seong, Mayor of Jung-gu, stated, "If conflicts are prevented and well managed in advance, unnecessary social costs can be minimized," adding, "Together with the committee members who are experts in various fields, we will strengthen the district’s conflict management capabilities and make Jung-gu an even better place to live."
