Gumi City in Gyeongbuk is making every effort to become a truly child-friendly city by installing the largest number of 12 Dahamkke Care Centers in the province, operating local children's centers and Dream Start programs, and running a public response system that respects the rights and characteristics of children 24/7, 365 days a year.

Since opening the Doryang Village Care Center in 2019, the city operates 10 village care centers, the largest number in Gyeongbuk. To establish a balanced care system by region, the city is preparing to open the ‘Sandong Village Care Center’ inside the Gumi City Sandong Library in March.


The 12th Dahamkke Care Center in Gumi, ‘Exciting Play Dahamkke Care Center,’ currently being built on the first floor of the annex building of the Saemaeul Movement Theme Park in Sangmo-Sagok-dong, is scheduled to open in July. It will be a public care institution providing after-school care services to elementary school students regardless of income level, with a capacity of 49 children (15 regular care, 34 temporary care), making it the largest in Gyeongbuk with an area of 512㎡.

The Dream Start project provides over 50 customized integrated services in health, welfare, and education to vulnerable children under 12 and their families, promoting healthy growth and development and ensuring equal starting opportunities so children can nurture their dreams and grow into healthy and happy members of society.


Additionally, 47 local children's centers serving about 1,300 children receive tailored programs based on four character-building areas and high-quality care services. The city supports these centers with an annual budget of 10 billion KRW for personnel and operating expenses to strengthen their role as places for children to rest, play, and learn.

The city maintains a seamless child protection response system 24/7, 365 days a year, strengthening a public-centered child protection system that respects the rights and characteristics of children through early detection and prompt response to children in crisis.


Using the ‘e-Child Happiness Support System’ and social security big data (44 types), home visits to families with children suspected of being at risk are conducted quarterly to provide protective measures and necessary services tailored to the rights and characteristics of the children under protection.


Children living in childcare facilities and foster families are visited regularly to check their caregiving environment and health and psychological status. The city plans to carefully support the healthy growth of protected children by establishing individual protection plans, changing protective measures, and providing additional services.
