Dongdaemun-gu, Leading the Way in Zero Energy Building (ZEB) to Take a Step Closer to a Carbon Neutral City

Seoul's Dongdaemun-gu (District Mayor Lee Pil-hyung), selected as a preliminary candidate for the Ministry of Environment's Carbon Neutral City, announced on the 14th that it has established the "Building Sector Carbon Neutrality Implementation Plan to Achieve Dongdaemun-gu 2050 Carbon Neutrality Goals."


This plan outlines the direction for implementing carbon neutrality policies in the building sector of Dongdaemun-gu. Under the vision of "A Carbon Neutral Future City Changing My Life, Dongdaemun-gu," the district has developed a plan to promote ZERO energy buildings tailored to its needs, focusing on discovering projects that increase eco-friendly energy efficiency and reduce consumption, thereby realizing carbon reduction in daily life.


Since the carbon neutrality city declaration ceremony in February last year, the district has held several related department meetings and, as the first local government, established policies to promote ZEB (Zero Energy Building) for new buildings and to guide existing buildings toward low-carbon buildings.


The main contents of this plan include ▲early mandatory implementation of ZEB in the public sector ▲promotion of ZEB projects in the private sector ▲pilot construction of wooden buildings ▲conversion to low-carbon buildings during building permits ▲support for green remodeling projects ▲support for energy efficiency projects in private buildings.


Dongdaemun-gu is the first local government to promote public sector building projects by raising the ZEB level above the national ZEB roadmap, and it plans to revise the Architectural Committee review guidelines to encourage ZEB certification for private building projects.


Additionally, the district will pilot the construction of wooden buildings to reduce carbon emissions. The "Cheonjangsan Forest Trail Woodcraft Experience Center (207 Cheongnyangni-dong)" within Hongneung Forest will be developed as a landmark representing the district, in collaboration with the Seoul Metropolitan Library (Dongdaemun) project promoted by Seoul City.


To maximize energy efficiency during building permits, outdoor parking lots will be constructed with heat-reducing materials to reduce building heat energy, and solar power facilities will be made mandatory during the review of medium-sized buildings (with a total floor area of 2,000㎡ or more) to reduce electricity consumption.


For existing buildings, support for rooftop room performance improvement projects and safe home repair projects will be expanded according to Seoul City's support policies. The green remodeling projects, which enhance the performance of existing buildings by replacing windows, insulation facilities, etc., will continue to expand, and private building energy efficiency projects (BRP) will be promoted to reduce greenhouse gas emissions.


Lee Pil-hyung, Mayor of Dongdaemun-gu, stated, "Since the building sector accounts for about 45% of the total greenhouse gas emissions in Dongdaemun-gu, we will construct new buildings according to the upgraded zero energy building standards and reduce greenhouse gases through energy efficiency projects for existing buildings. Although results may not appear in the short term, Dongdaemun-gu will take the lead in steady steps toward becoming a carbon-neutral city."
