On the 7th, a video titled "Revealing the secret behind the PR man's promotion to grade 6 in Chungju City" was uploaded on 'Chungju-ssi,' a YouTube channel promoting Chungju's agricultural products, drawing attention. Mayor Cho, who appeared in the video, said, "(Kim Seon-tae) was not promoted because he was cute, but to make him work harder (that's why he was promoted)," adding, "Please keep it a secret from him," which brought laughter.

Previously, Kim Seon-tae, who works as a PR man on Chungju City's YouTube channel 'ChungTV,' is responsible for editing, filming, planning, casting, and appearing on the channel. Thanks to these efforts, 'ChungTV' recently surpassed 600,000 subscribers, showing strong momentum. As a result, Kim Seon-tae was specially promoted to Local Administrative Officer (grade 6) in last month's regular personnel reshuffle. This rapid promotion came just seven years after joining as a grade 9 official in 2016. Since it usually takes about 15 years for a public official to be promoted from administrative grade 9 to grade 6, this is considered a remarkable promotion.

Mayor Cho emphasized his significant contribution to the success of the 'ChungTV' channel, saying, "These days, many other local governments come to learn (YouTube) from Kim Seon-tae, but no matter how many times they meet him, they won't become Kim Seon-tae," adding, "If you come to me, you can learn insight. I have things to teach, but Kim Seon-tae has outstanding talent," praising him.

On the same day, Mayor Cho also explained a scene that became a hot topic on the YouTube channel 'Pisik University' last year, in the 'Narak Quiz Show' segment. At that time, Mayor Cho appeared as Kim Seon-tae's superior, who was invited to the Narak Quiz Show. He received and wore a jumper, a merchandise item from Pisik University, but quickly took it off as soon as a question related to the 'Kim Young-ran Act' came up, which made people laugh. The jumper was priced at 169,000 KRW, which could have violated the 'Kim Young-ran Act.' This scene became widely talked about on social networking services (SNS) and online communities.

Mayor Cho said, "No one told me to take it off, nor was it planned in advance," adding, "Later, I found out it wasn't expensive enough to violate the Kim Young-ran Act. I brought it because I thought they would be disappointed if I didn't. Since then, I haven't worn it again. It makes me break out in a cold sweat," showing his unique sense of humor.
