Gwangyang City in Jeollanam-do announced on the 25th that it will operate the "2024 More Advanced Proposal System" to actively reflect the diverse opinions of citizens in city administration.
The "Proposal System" was established to incorporate creative ideas from citizens and public officials into policies, aiming to improve administrative efficiency, economization, work innovation, and the quality of administrative services.
The city collects ideas through the city website, city SNS, Google Forms, the National Petition System, mail, and fax. After review, selected proposals will be reflected in city administration, and proposers will be awarded prize money.
Additionally, to encourage more people to participate in proposals, the city plans to strategically operate the system by improving issues from last year’s operation to enhance the adoption rate, implementation rate, and participation rate of proposals.
To this end, this year the Proposal Review Committee will be composed entirely of citizen members. Furthermore, the city will strengthen the system for reviving proposals rejected by relevant departments by giving rejected proposals a chance for review to prevent them from being discarded, and will implement a system to supplement and re-adopt rejected ideas.
Moreover, the city plans to strengthen follow-up management by checking whether adopted proposals are implemented and improve the implementation rate by providing incentives to outstanding departments.
To activate participation in the Proposal System, the city plans to conduct various themed initiatives such as ▲ citizen idea proposals with specific themes (quarterly) ▲ employee idea implementation for discovering new policies ▲ youth policy proposals directly suggested by young people using SNS ▲ and a content contest for the Gwangyang Maehwa Festival.
Ryu Hyun-cheol, Director of the Planning and Budget Office, said, “We operate various submission channels to incorporate good ideas from citizens into city administration,” and added, “We ask for the active interest and participation of citizens.”
Meanwhile, last year Gwangyang City achieved results by leading citizen participation through idea contests such as "If I Were the Mayor" and "Think Talk! Let’s Do It Together!" with a record-high 1,149 proposals submitted. As a result, the city won the "Minister of the Interior and Safety Award" for the first time in history in the proposal activation excellence evaluation hosted by the Ministry of the Interior and Safety.
