The Ministry of Science and ICT plans to establish a comprehensive AI support policy, including on-device AI, within the first quarter of this year.

On the 24th, Park Yoon-kyu, the 2nd Vice Minister of the Ministry of Science and ICT, stated, "We will prepare support measures for the artificial intelligence (AI) industry by February or March."


Vice Minister Park made this announcement at the '2024 AI Normalization Continuous On-site Meeting' held at Open Edge Technology in Yeoksam-dong, Gangnam-gu, Seoul. Based on the difficulties and opinions of the companies attending the event, the ministry aims to create support measures related to the AI industry within the first quarter.


Vice Minister Park is conducting relay on-site communications by industry sector for public-private cooperation with the goal of "accelerating AI normalization for all citizens." On this day, the meeting focused on the on-device AI sector, with attendance from fabless companies designing AI semiconductors and demand companies seeking to embed on-device AI into their products.


On-device AI refers to technology where AI functions are embedded within the device itself, allowing AI capabilities to be used without connecting to external servers or the cloud.


On-device AI companies unanimously agreed that government policies are necessary in the current situation. Jung Sung-kyun, Head of the Autonomous Driving Group at FortyTwoDot, Hyundai Motor Group’s Global Software Center, emphasized the need for support to effectively utilize data so that service and product development can be actively pursued.


He said, "After selling products equipped with AI technology, it is necessary to smoothly collect data and use it to create new AI models for updates. However, governance over data is difficult for both consumers and manufacturers."


He also stressed the need for nurturing talent with solid fundamentals. Jung stated, "Although talent development projects are underway in a market with limited personnel, there are shortcomings. Since AI technology is evolving rapidly, rather than focusing on trendy technologies, it might be better to concentrate on fundamental learning that enables versatile use of AI-related skills and profitability."


Im Kyung-mook, Vice President of Boss Semiconductor, a system semiconductor fabless company, said, "AI technology is developing mainly in Silicon Valley, and it may be difficult to solve everything domestically. If there are excellent companies overseas, it is necessary to discover, collaborate, and support them to create opportunities for mutual assistance within the domestic and international ecosystems."


Byun Sang-ik, Head of the AI Industry Division at the National IT Industry Promotion Agency, said, "The on-device attribute seems to require close alignment with semiconductor suppliers' demands and tight planning to complete the service. I think policy support requires a different approach compared to existing software-based methods."


Meanwhile, the Ministry of Science and ICT is continuing relay on-site communications by industry sector. They plan to visit at least one site every week.
