LH Establishes 'Pumjil Gwalli Cheo' to Strengthen 'Public Housing Quality' LH President Lee Han-jun visited the Hwaseong rental housing construction site on the 19th.

Korea Land and Housing Corporation (LH) announced on the 21st a construction innovation plan to eradicate poor construction by enhancing verification and management capabilities at each construction stage and to improve the quality of public housing. LH President Lee Han-jun visited the Incheon Gyeyang and Geomdan construction sites on the 15th. On the 19th, he also visited the Hwaseong rental housing construction site. President Lee emphasized the implementation of the construction innovation plan (44 tasks across 5 sectors) established internally.


President Lee inspected the Internet of Things (IoT) CCTV and demonstrated video recording of the rebar placement confirmation process, a key construction task. This was to check the progress of the digital DX implementation at construction sites, one of the construction innovation measures.


To enable on-site, one-stop quality inspection, LH will establish a ‘Quality Management Office’ at headquarters and dedicated quality departments at regional headquarters. They will conduct quality test inspections, quality tests of key materials such as ready-mixed concrete, factory inspections, and directly manage the sites.


To eliminate poor construction issues and improve housing quality, a ‘Smart Construction Office’ will be established to promote digitalization of the construction industry. The plan is to foster the growth of the smart construction market and transform the labor-intensive traditional production methods into technology-intensive methods to ensure safety and quality.


By 2025, LH plans to build a BIM-based integrated platform that three-dimensionally implements the information needed for design and construction in a virtual space. They will also operate a smart integrated control system that connects construction sites nationwide through networks using artificial intelligence (AI) and IoT.


Design drawings and video records will be made public to guarantee the public’s right to know, and a construction process recording server will be established to document the construction process. Components containing rebar will be prefabricated at factories and assembled on-site to standardize processes and prevent errors at the construction sites.


A responsible construction system will be established through fair evaluations and strengthened rewards and penalties. Companies causing serious structural defects will be disqualified from bidding. The scoring differentiation in construction evaluations during bidding will be expanded to increase discrimination between excellent and poor companies. Companies employing LH retirees will receive maximum deductions in service evaluations, effectively excluding them from winning construction projects. President Lee stated, "Under the fundamental value of public safety, we will concentrate all capabilities on eliminating poor construction and building high-quality housing."
