Full-scale Promotion of Resident Council Formation for Cooperative Establishment in December Last Year
Reducing the Period from an Average of 3 Years 2 Months to Within 1 Year, Targeting Cooperative Establishment in the First Half of This Year
Seongdong-gu (Mayor Jung Won-oh) announced that the Kumho 21 District (Geumho-dong 3-ga 1 area) housing maintenance-type redevelopment project zone completed the formation of a resident council for the establishment of the association in December last year and has entered full-scale project promotion.
The resident council consists of a total of 56 members. It will carry out tasks such as rough estimation of contribution fees, drafting the association's articles of incorporation (draft), preparing the association's work, accounting, election management, collecting consent forms for association establishment, forming the election management committee, and resolving agenda items at the inaugural general meeting.
In the case of Kumho 21 District, the direct association establishment system will be applied, aiming to establish the association by June 2024. Compared to the usual period of about 3 years and 2 months from the designation of the maintenance zone to the establishment of the association, this shortens the period by more than one year. On January 11, the first meeting of the resident council was held at the Kumho 2-3 ga-dong Community Service Center, and 1 to 2 resident council meetings will be held monthly to expedite the establishment of the association.
The direct association establishment system is a system where the public supports the establishment of the association by skipping the existing association establishment promotion committee stage. Typically, reconstruction and redevelopment projects go through the sequence of maintenance zone designation, approval of the promotion committee, approval of association establishment, approval of project implementation, approval of management disposition, start of construction, and completion. By omitting the association establishment promotion committee stage, the maintenance project period can be shortened by about 2 to 3 years.
Also, when promoted through the direct association establishment system, public support can be received for costs such as selecting professional service companies that perform roles like collecting consent forms for association establishment and holding association general meetings.
The Kumho 21 District housing maintenance-type redevelopment project maintenance zone is a residential area adjacent to Geumnam Market, with a high proportion of old buildings constructed before 1990. In addition, there are many steep slopes with a north-south axis gradient of about 20%, making it a region known for difficulties in walking and commuting.
Once the redevelopment project is completed, a total area of 75,447㎡ will have apartment complexes of up to 20 floors (height under 60m) with 1,219 households (including 220 rental units) and auxiliary welfare facilities such as social welfare facilities constructed.
Additionally, the complex will be developed as an open complex communicating with surrounding areas by including public pedestrian paths and parks within the site. This is expected to greatly improve the housing environment of the low-rise and steep slope residential areas adjacent to the site, such as Geumnam Market and surrounding areas.
The district will also begin public support for other zones undergoing preliminary procedures for designation as housing redevelopment maintenance zones, such as Majang-dong 382 and Sageun-dong 293, if they meet the requirements for direct association establishment.
Jung Won-oh, Mayor of Seongdong-gu, stated, “Seongdong-gu will actively support the prompt promotion of the Kumho 21 District housing maintenance-type redevelopment project,” adding, “We will continue to do our best to create a stable residential environment.”
