Formation of Joint Research Groups by Local Councils of Three Cities and Counties, Pursuing a Two-Track Approach
Councilor Kim Gwiseon of Mokpo City Council has presented a new direction for the regional integration discussions among the three cities and counties of Mokpo, Muan, and Sinan.
Councilor Kim Gwiseon (Democratic Party of Korea, Yongdang 1,2-dong, Yeondong, Samhak-dong) proposed the formation of a joint research group of local councils from Mokpo, Muan, and Sinan to prepare for the post-‘Muan Peninsula Integration’ era during a 5-minute speech at the 1st plenary session of the 386th extraordinary meeting held at the Mokpo City Council chamber on the 15th.

Councilor Kim’s proposal has drawn attention as a new direction for integration discussions, aiming to overcome the stagnation caused by regional selfishness that has blocked recent talks, following six failed attempts at Muan Peninsula integration since 1994.
Councilor Kim emphasized the urgent need for rapid regional integration of Mokpo, Muan, and Sinan to address the crisis of local extinction due to population decline. He suggested continuing the existing integration efforts led by the private sector’s ‘Mokpo-Sinan Integration Promotion Committee’ and administrative discussions, while simultaneously establishing a joint research group composed mainly of local council members from Mokpo, Muan, and Sinan, along with experts and professors from central and local governments, to focus on key industries and attraction strategies that will lead the region’s future after integration.
Councilor Kim Gwiseon stated, “To overcome the current crisis of population and local extinction and to find new momentum for regional growth, rapid integration of Mokpo, Muan, and Sinan is essential. If the three local councils unite to research a vision for regional development after integration and present the results to local residents, many who oppose integration will change their minds.”
Meanwhile, Councilor Kim Gwiseon has been actively engaged in legislative activities, having entered the 12th Mokpo City Council following the 10th and 11th terms, and was elected as the vice-chairperson in the first half of the term.
