Gyeonggi-do, Complete Revision of Standard Management Regulations for Multi-Unit Buildings Gyeonggi Provincial Government

Gyeonggi Province completely revised the "Gyeonggi Province Standard Management Regulations for Collective Buildings" last September in accordance with the amendment of the "Collective Building Act."


The standard management regulations for collective buildings distributed by Gyeonggi Province are a standard draft referenced when establishing or revising management regulations containing necessary contents for managing collective buildings, although not stipulated by law.


The main points of the revised regulations include ▲mandatory retention of monthly ledgers and supporting documents for all transaction activities executed by building managers of buildings with 50 or more exclusive-use units for five years ▲relaxation of voting conditions for resolutions made in writing or electronically (from at least four-fifths of unit owners and voting rights to at least three-fourths of unit owners and voting rights) ▲expansion of the annual management office report by managers to include both unit owners and occupants (previously only unit owners).


Gyeonggi Province provides a total of 10 types of standard management regulations according to the use of the collective building, the installation of a management committee, and whether it is a single building or complex.


Accordingly, small-scale multi-family housing, officetels, commercial buildings, and other collective buildings in the province can establish or revise their management regulations by referring to the newly revised standard management regulations.


Lee Gye-sam, Director of the Urban Housing Office of Gyeonggi Province, stated, "We hope that this revision of the standard regulations for collective buildings will serve as a reasonable standard providing direction for collective building management when management committees seek to establish or revise autonomous management regulations."


He added, "Just as Gyeonggi Province's proposals were reflected in the amendment of the Collective Building Act through ten years of efforts operating the dispute resolution system, we will continue to communicate and strive to establish a transparent and proper culture of collective building management."


Since June 2013, Gyeonggi Province has operated the "Collective Building Dispute Mediation Committee," a forum for dialogue and compromise between parties in disputes, to resolve and prevent conflicts in collective buildings. Since March 2016, it has provided the "Collective Building Open Counseling Room," a free legal service through volunteer lawyers, and since March 2020, it has operated the "Collective Building Management Support Group," a visiting on-site free advisory service composed of lawyers, accountants, and housing managers.
