Promotion of a Total of 69 Personnel Including 1 Grade 4 and 8 Grade 5

Naju City in Jeollanam-do completed the regular personnel appointments for the first half of 2024 with the transfer of employees at grade 7 and below on January 15. The appointments are being praised for being based on the principles of 'performance, competence, fairness, and integrity.'
According to Naju City on the 15th, a total of 69 promotions were made in the first half personnel appointments this year, including one grade 4 secretary, eight grade 5, fourteen grade 6 (including seniority), twenty-one grade 7, and twenty-five grade 8 promotions.
There is a positive response both inside and outside the city that the regular personnel appointments for the first half of this year focused on the major principles of the 8th elected administration: ‘performance, competence, fairness, and integrity.’
In particular, it is analyzed that Mayor Yoon Byeong-tae’s personnel philosophy, which has emphasized “providing fair opportunities and proper rewards to public officials who work hard for the citizens,” was fully reflected this time as well.
Additionally, it is reported that employees who made external personnel requests were strictly penalized, securing fairness and transparency.
The grade 5 promotions were based on the promotion candidate list, comprehensively reflecting managerial ability, career, character, integrity, and performance. Promotions for grade 6 and below also balanced performance and competence with considerations for boosting employee morale, such as age, rank, and minority job categories.
Among the grade 5 promotees, Naju Suk-hee, head of the Hometown Love Team, who contributed to exceeding the hometown love donation target of 1 billion KRW for the first time last year and achieving first place among nationwide municipal governments, was promoted and appointed as the head of the Policy Promotion Office. Oh Si-geun, who has been in charge of overall planning work for the 8th elected administration, was promoted and appointed as the head of the Planning and Budget Office to ensure continuity of work.
Jeong Jong-do, who is recognized for his long experience in planning and budgeting within the organization, was appointed as acting director of the Tourism, Culture, and Environment Bureau, replacing Director Lee Chun-hyung who retired last year.
Transfers focused on strengthening job expertise, considering the job requirements of the position and individual work capabilities. Career, age, major field, personal competence, and individual preferences were maximally reflected to place personnel in the right positions.
Notable are the bold personnel moves reflecting individual employee capabilities regardless of job category.
Mayor Yoon appointed Lee Gyu-min, head of the Dementia Management Team (medical technology position), who contributed to achieving first place nationwide in dementia management rate in last year’s government joint evaluation, as head of the Council Cooperation Team in the Planning and Budget Office. Kim Kwang-yeol, a tax officer team leader, was appointed as head of the Future Strategy Division and Innovation City Support Team, responsible for projects utilizing the Innovation City Development Fund launched last year.
Along with personnel appointments, Mayor Yoon also carried out organizational restructuring, including expanding communication with citizens, developing Yeongsan River resources, and establishing a TF team dedicated to building a public-private cooperative medical system.
The aim is to accelerate the progress of key projects requiring expertise and maximize communication administration so that citizens can feel the achievements of city governance.
The newly established Citizen Empathy Communication TF Team is housed in the Policy Promotion Office, the Yeongsan River Park TF Team in the Parks and Greenery Division, and the Public-Private Cooperation Medical Promotion Team under the Health Center.
Mayor Yoon plans to operate a ‘Citizen Direct Consultation Office’ once a month at the Citizen Service Division, where he will personally receive civil complaints, in addition to existing visiting village forums, regular meetings with various sectors, and the online administrative window ‘Ask the Mayor.’
He also plans to implement the ‘Direct Civil Complaint Talk’ service, which provides instant Q&A for civil complaints via text messages without requiring membership registration or app installation.
The Public-Private Cooperation Medical Promotion Team is responsible for the successful operation of Jeonnam’s first foreign patient center and a semi-general hospital with an emergency room, which is being established at the former Yeongsanpo Jeil Hospital and aims to open in the first half of this year.
Mayor Yoon Byeong-tae of Naju said, “The personnel appointments for the first half of this year selected employees with outstanding performance and competence to lead the development of the 8th elected administration. We focused on balanced appointments considering age, rank, and job category to boost employee morale. We will continue to do our best to operate personnel affairs with integrity and fairness so that citizens can empathize with the personnel decisions.”
