"Our employees' efforts have made it possible to receive the highest comprehensive integrity grade for two consecutive years."
This was a statement made by Moon Heon-il, Mayor of Guro-gu, during an interview with a reporter on the afternoon of the 12th.
Guro-gu achieved the highest grade (Grade 1) for two consecutive years in the '2023 Public Institution Comprehensive Integrity Evaluation' conducted by the Anti-Corruption and Civil Rights Commission.
Among the total 499 institutions evaluated, Guro-gu is the only autonomous district nationwide to receive the top comprehensive integrity grade for two consecutive years.
Notably, before Mayor Moon's inauguration, Guro-gu's integrity grade was Grade 4 in 2021, but it rose to Grade 1 consecutively in 2022 and 2023, which has brought him great joy.
The public institution comprehensive integrity evaluation is calculated on a scale from Grade 1 to Grade 5 based on survey results from residents who received administrative services and employees of the institutions, considering efforts to prevent corruption and the occurrence of corruption incidents.
Guro-gu's success is attributed to conducting anti-corruption capability assessments and regularizing the Integrity Promotion Council to rationally improve corruption-prone areas, which has been highly praised.
The Guro-gu Integrity Promotion Council includes Mayor Moon, the Deputy Mayor, and other senior officials who participate together to devise and implement necessary improvement measures for integrity across all aspects of district administration, including personnel, budget, service, and organizational culture.
They also discovered and promoted various policies such as improving employee welfare, eliminating unreasonable practices like insisting on the senior officials paying separately during meals, and reforming personnel systems.
Mayor Moon publicly declared to all employees, "I will not tolerate corruption. However, I will praise and reward employees who work diligently."
This statement expresses his determination not to forgive public officials who cause integrity issues, while rewarding those who work hard and achieve results for the residents.
Additionally, Mayor Moon's efforts to visit sites and engage with residents over the past year and a half to resolve unresolved issues have earned the trust of the residents, which appears to have been a motivating factor in achieving the top integrity grade.
The results also reflect the creation of a fair public service culture that encourages internal employees to perform their duties diligently, along with leadership that demonstrates sincerity and service to the residents.
Mayor Moon, who was elected as mayor of Guro-gu as a People Power Party candidate in a district with a strong progressive base, is beaming with pride after receiving the top comprehensive integrity grade for two consecutive years.
The Anti-Corruption and Civil Rights Commission's comprehensive integrity evaluation essentially reflects the mayor's evaluation by both internal employees and residents. Therefore, it is natural that mayors pay close attention to this evaluation.
At a recent regular meeting of the Seoul Mayors' Association, Mayor Moon could not hide his joy when asked, "How were you able to achieve the highest integrity grade for two consecutive years?"

A senior official from Seoul's autonomous districts stated, "A high integrity grade ultimately proves that the mayor is well regarded by both employees and residents," adding, "That is why mayors are very sensitive about the integrity evaluation."
