Chang 3-dong, Dobong-gu, Seoul Selected as the First Moa Town Target Area This Year

The Proportion of Semi-basement Units in Multi-family and Multi-household Residential Areas Reaches 62%

Chang 3-dong in Dobong-gu, Seoul, an area densely populated with aging houses, has been selected as the first Moa Town target site of the year.


On the 11th, the Seoul Metropolitan Government held the '2024 1st Moa Town Target Site Selection Committee' and announced that the area around 501-13, Chang 3-dong, Dobong-gu, was selected as a Moa Town target site.

Moa Town is an urban redevelopment policy by Mayor Oh Se-hoon that groups together old low-rise residential areas within regions where new and old houses are mixed, making redevelopment difficult, to create large apartment complexes and the like.


This area is densely populated with old multi-family and multi-household houses, with a semi-basement ratio reaching 62%. Residents have long suffered from parking difficulties and poor infrastructure.


Once the Moa Town management plan is completed, the city plans to designate this area as a Moa Town and implement individual Moa Housing projects (small-scale housing maintenance projects). Additionally, to block speculative demand such as share splitting, the city will designate and announce the rights calculation reference date as the 18th.


Chang 3-dong in Dobong-gu had also applied for the Moa Town target site contest in the first half of 2022, but some areas overlapped with public redevelopment candidate sites, so after reflecting residents' opinions, the area was adjusted and reapplied.


Han Byung-yong, Director of the Seoul Housing Policy Office, said, “There are still many areas throughout Seoul where redevelopment is difficult despite poor residential environments such as aging low-rise residential areas. We will provide maximum support to desired Moa Town areas to improve residential environments and promote the supply of quality housing.”
