Gangdong-gu Publishes 'Resident Registration Office Casebook'
Gangdong-gu, Seoul, published a 263-page "Resident Registration Casebook" three months ago. This casebook, created through the collaboration of district office autonomous administration department officials and employees well-versed in resident registration tasks, serves as a "secret notebook" for new public officials and staff newly assigned to work at community service centers due to personnel transfers.
It is based on the Resident Registration Act, the Ministry of the Interior and Safety's Resident Registration Work Manual, and a collection of inquiry responses, with reference to the Resident Registration System Knowledge Sharing Center. Gangdong-gu also gathered cases and opinions from the 18 community service centers within the district to include various real-life cases occurring in the field.
The booklet contains a total of 138 resident registration cases and procedures for handling the integrated resident registration system, covering resident registration, moving-in reports, issuance and management of resident registration cards, viewing and issuing copies of resident registration records, seals, and handling guidelines for the integrated resident registration system. It includes not only basic tasks frequently requested by civil petitioners but also practical risk management content such as how to handle rare cases like missing birth registration records on copies, the possibility of moving-in reports for containers, and correction methods for improperly handled tasks.
The primary beneficiaries of the know-how sharing through the casebook are the staff, but this directly translates to convenience for residents. An employee at a Gangdong-gu community service center said, "When a civil petitioner is waiting in front, it is important to quickly find and verify information, and the casebook conveniently contains all related laws and guidelines." Another employee said, "When a difficult case I encountered for the first time occurred, I found the same case in the casebook and received help," adding, "The casebook listed the community service center where the same case happened, so I called them and received assistance to resolve the issue."
Gangdong-gu also produced a video titled "Work SOS Shorts" as a civil petition work processing manual. This video includes basic system usage and work processing procedures so that even if the civil petition work staff changes due to new appointments or personnel transfers, they can quickly familiarize themselves with the tasks. Gangdong-gu plans to regularly update and publish revised editions to continuously share newly occurring cases among the staff.
