Large Construction Site Managers Meeting Held to Seek Win-Win Cooperation
Mayor Kim Jang-ho, "Full Effort to Revitalize Local Economy"
Gumi City in Gyeongbuk plans to revitalize the local economy by using more than 70% of subcontractors from local companies at construction sites.
Last month, Gumi City established the ‘Local Industry Revitalization Plan’ and held a ‘Meeting with Large Construction Site Managers for the Revitalization of the Local Construction Industry’ on the 28th at the city hall auditorium.
About 80 people attended the meeting hosted by Gumi City, including representatives from large local construction projects, managers of apartment complex sites, the Gumi City Council of the Korea Construction Association, and the Gumi City Steering Committee of the Korea Specialty Contractors Association.
At the meeting, they discussed ways to overcome the difficulties faced by local construction companies due to the prolonged economic downturn and to promote mutual growth through △promotion of major Gumi City projects △introduction of the local construction industry revitalization plan △listening to opinions from practitioners. The city plans to establish a phased plan to revitalize the local construction industry.
For public construction projects, the use of local companies will be increased from the design stage, and for private construction projects, it is recommended that joint contracts use at least 49%, and subcontracting, materials, and equipment use at least 70% local companies. In particular, for apartment complexes and large-scale projects over 5 billion KRW, a ‘Subcontracting Win-Win Cooperation Plan’ must be submitted under the responsibility of the department head.
Additionally, the ‘Mandatory Pre-Review System for Joint Departmental Split Orders’ will be implemented to establish a systematic ordering plan that improves efficient construction execution and increases local company participation from the early stages of the project through the division of roles among the ordering department, contracting department, and audit department.
In the first half of 2024, Gumi City will encourage active participation of local companies through an MOU signed with five apartment complex construction sites, the first of its kind in Gyeongbuk, and will award outstanding construction personnel.
Furthermore, incentives such as discounts on facility usage fees in the Gumi area will be provided to partner companies. The city plans to specify the contents and seek revitalization measures when signing MOUs with enterprises to provide practical support to local companies.
Kim Hwajin, chairman of the Gumi City Council of the Korea Construction Association, said, “This is the first time the mayor has personally taken the initiative to create a meeting place between outside companies and local companies to revitalize the local construction industry, and I would like to express my gratitude to the mayor.”
On this day, Mayor Kim Jangho listened to the opinions of large construction project representatives attending the event to see if they had any difficulties.
Mayor Kim said, “We will focus administrative power on resolving difficulties such as administrative or civil complaints, and I hope that local companies will be used as much as possible to revitalize the Gumi construction industry.”
