The government appointed Kim Yoon-sang, the head of the Public Procurement Service, as the 2nd Vice Minister of the Ministry of Economy and Finance on the 27th. The 2nd Vice Minister oversees the budget and finance.
Kim, the new Vice Minister, was born in 1969 and graduated from Seoul National University with a degree in Business Administration. He holds a master's degree in Public Administration from Seoul National University and a Ph.D. in Economics from Michigan State University in the United States. He entered public service in 1992 after passing the 36th Administrative Examination.
Kim has served as the Director General of Budget Management, Director General of Budget Policy, and Director General of Welfare Budget at the Ministry of Economy and Finance. He has also worked as Minister-Counselor at the Korean Embassy in the United States under the Ministry of Foreign Affairs, Director General of Fiscal Decentralization at the Autonomy and Decentralization Committee, spokesperson for the Ministry of Economy and Finance, and Director General of Public Policy.
Under the Yoon Seok-yeol administration, he served as the Fiscal Management Officer, promoting the introduction of fiscal rules to establish sound fiscal policies. In July, he took office as the head of the Public Procurement Service, working to improve the supply chain crisis situation. He is also highly regarded within the organization, having been selected three times as a 'role model boss' by Ministry of Economy and Finance employees.
