Enforcement of Partial Amendment to the Feed Management Act Enforcement Decree on the 28th
Announcement of 'Recall and Disposal Order' for Hazardous Feed

The government has decided to triple the maximum fine for harmful feed that contains hazardous substances exceeding the allowable limits or that may hinder animal health maintenance and growth, in order to strengthen the safety and quality control of feed.


On the 27th, the Ministry of Agriculture, Food and Rural Affairs announced that the partial amendment to the Enforcement Decree of the Feed Control Act, which includes these provisions, was approved at the Cabinet meeting on the 12th and will take effect from the 28th.


The revised Enforcement Decree of the Feed Control Act stipulates matters delegated by the Feed Control Act, which was amended last December.

First, when the Minister of Agriculture, Food and Rural Affairs or the mayor/governor of a city or province publicly announces an order to recall or dispose of harmful feed, consumers can check the headline indicating the announcement of a violation of the 'Feed Control Act,' the details of the violation, recall and disposal methods, and information about the business operator on the website of the National Agricultural Products Quality Management Service (or city/province) or in daily newspapers.


Additionally, the minimum amount of fines replacing business suspension penalties (500,000 KRW) and the daily fine amount per 1 ton of production capacity have been increased threefold compared to before, allowing fines up to 100 million KRW to be imposed. Along with this, if the transfer or acquisition of a feed manufacturing business is not reported, a fine of 5 million KRW can be imposed on the acquirer.


Kim Jeong-wook, Director of Livestock Policy at the Ministry of Agriculture, Food and Rural Affairs, said, "With this amendment to the Enforcement Decree, the safety and quality of feed will improve, which is expected to enhance consumer rights," and added, "We ask feed manufacturers to also strive to produce and supply high-quality feed."
