Outstanding Achievements in All Military Administration Fields, Continuous Improvement in External Evaluations
Haenam-gun, Jeollanam-do achieved a record high by receiving 90 institutional awards in comprehensive evaluations across various fields throughout 2023.
According to the county on the 27th, the number of institutional evaluation awards has increased every year, showing more than a 2.5-fold remarkable growth compared to 36 awards in 2017, just before the 7th local government administration.
This year as well, Haenam-gun stood out in all areas of county administration by winning top honors such as the Best Local Finance Execution Evaluation hosted by the Ministry of the Interior and Safety, the Industrial Economy Grand Prize at the Korea Local Autonomy Management Awards, the Best Evaluation in the Analysis and Diagnosis of Local Non-Tax Revenue Operations, the Public Sector Basic Local Government Award at the Korea SNS Awards, the Minister of Environment Award at the 19th Korea Local Autonomy Management Competition, the Minister of Health and Welfare Award for the National Excellent Local Government in Self-Support Projects, and the Best Award in the Comprehensive Evaluation of Clean Jeonnam Top Village Creation for cities and counties.

Additionally, Haenam-gun was the only local government in Jeollanam-do to receive the highest grade (SA) for five consecutive years in the Basic Local Government Mayor Pledge Evaluation conducted by the Manifesto Practice Headquarters during the 8th local government administration. It also achieved the second grade in the Comprehensive Integrity Evaluation of Public Institutions by the Anti-Corruption and Civil Rights Commission for five consecutive years, highlighting a year marked by fair, just, and transparent county administration.
The achievements of ESG management administration, which Haenam-gun has been focusing on since the 8th local government administration, also stood out.
In particular, Haenam-gun was recognized for spreading Haenam-type ESG by receiving the Local Government Grand Prize at the first-ever Korea ESG Evaluation hosted by the Korea ESG Society and organized by the National Assembly ESG Forum this year. It also consecutively won the Korea ESG Good Management Comprehensive Grand Prize and the Good Air City Award on Air Day, affirming its status as a leading ESG local government.
In the key industry of agriculture and livestock, numerous awards poured in. Haenam-gun received many awards including the Jeollanam-do Agricultural Administration Grand Prize for two consecutive years, the Agricultural and Food Work Evaluation Grand Prize, the Best Award in the Regional Food Index Evaluation, the Best Award in the Food and Horticulture Work Evaluation, the Best Award in the Eco-Friendly Agriculture Grand Prize, the Best Award at the Agricultural Products Comprehensive Processing Center Best Practice Competition, and the Best Award in the Livestock Quarantine Policy Comprehensive Evaluation, earning the report card of the top agricultural county.
In the tourism sector, Haenam-gun was selected as the most desirable city to visit at the 14th Korea National Brand Awards, received designation as a representative festival of Jeollanam-do, and won the 11th Korea Festival Content Grand Prize. The Ttangkkeut Pilgrimage Literature Museum was selected as the Best Literature Museum by the Korea Literature Museum Association, and the county library ranked first in the Jeollanam-do Public Library Operation Evaluation.
Furthermore, Haenam-gun achieved awards in various fields such as the Jeollanam-do Forest Administration Excellence Award, the Best Institution for Mental Health Promotion Projects, the Korea Local Economy Revitalization Grand Prize, the Best Institution in the First Half Local Price Stability Management Evaluation, the Excellent Institution for Job Creation, and the Encouragement Award in the Regional Economy Revitalization Evaluation.
County Governor Myeong Hyeon-gwan stated, “The record number of institutional awards is a result achieved together by public officials and residents. I am grateful that our hard work was recognized with good results at the end of the year, making for a meaningful conclusion. Next year, all residents will unite to further elevate the status of Haenam-gun.”
