Seoul City-Lotte Construction Sign Implementation Agreement for Isu-Gwacheon Complex Tunnel Private Investment Project

A complex tunnel that simultaneously solves traffic congestion and chronic flooding problems will be constructed in the section connecting Isu Intersection in Dongjak-gu, Seoul, and Gwacheon-daero in Gwacheon City.


Seoul Metropolitan Government and Lotte Construction announced on the 26th at Seoul City Hall that they signed an implementation agreement for the 'Isu-Gwacheon Complex Tunnel Private Investment Project' and will officially commence the project.

Both parties agreed on the implementation and execution conditions of the complex tunnel private investment project, which is scheduled to start construction in the first half of 2025 and aim for opening in 2030.


The Isu-Gwacheon complex tunnel project consists of a 5.61 km long four-lane underground road tunnel and a 3.3 km long stormwater drainage tunnel. The storage capacity of the stormwater drainage tunnel is planned to be 424,000 cubic meters.


Once the Isu-Gwacheon tunnel opens, an underground four-lane road directly connecting Dongjak-gu and Gwacheon City will be established, which is expected to alleviate traffic congestion during commuting hours. Additionally, with the construction of the stormwater drainage tunnel, the low-lying areas of Sadang and Isu, which have repeatedly suffered flooding damage during heavy rains, are also expected to improve.


The total project cost is approximately 580.7 billion KRW and will be promoted as a Build-Transfer-Operate (BTO) private investment project. Lotte Construction, which builds the complex tunnel, will transfer ownership to Seoul City and receive the facility management and operation rights for 30 years to recover the investment cost.


Park Hyun-chul, Vice Chairman of Lotte Construction, said, "The Isu-Gwacheon complex tunnel is Korea’s first multifunctional complex tunnel that utilizes underground space three-dimensionally, which will significantly contribute to reducing chronic flooding damage in the Sadang and Isu areas while alleviating traffic congestion. We will mobilize all the technological capabilities and construction expertise of Lotte Construction to ensure that citizens can use it safely in the future and make our best efforts."
