On the 21st, the Korea Communications Standards Commission (KCSC) held a meeting of department heads chaired by the chairman and announced that, as the rapid review procedure for fake news (false manipulated content) has been institutionally stabilized, it will switch to a ‘permanent rapid review’ system starting January 1 next year.
Since the establishment of the ‘Fake News Rapid Review Center,’ 8,079 cases, accounting for 90% of the 8,991 false manipulated content reports received up to the previous day, have been processed. This result was achieved within less than a month (24 days) since the ‘rapid review procedure’ was established and implemented on November 27. The KCSC explained that with the stabilization of the rapid review procedure, preparations have been made to fully transition to ‘permanent rapid review.’
Among these, nine cases from terrestrial broadcasting, which require urgent public interest handling, were proposed as rapid review agenda items and are expected to be submitted at the next meeting about 1.5 months after receipt. This contrasts with the approximately 10 months it took for general reviews.
The KCSC stated, "Since its launch in 2008, although there have been regulatory grounds allowing the proposal of rapid review agenda items, ‘permanent rapid review’ was not activated. However, due to the recent flood of false manipulated content, the need for rapid review was raised, and as a result of establishing and operating the temporary center, the procedure for ‘permanent rapid review,’ which allows commissioners to propose rapid review agenda items on a regular basis, has been established."
The center will complete its role as a temporary organization, including establishing rapid review procedures, transitional pilot operation, and stabilization, and will operate until the end of this year as scheduled before concluding.
Until now, the processing tasks such as the stabilized ‘rapid review procedure’ through the center’s operation are handled by each review department of broadcasting and communications. From the new year, the full-scale era of ‘permanent rapid review’ will begin. The KCSC stated, "The methods for reporting false manipulated content, such as the internet report banner, remain the same as before, and the processing procedures will be even more streamlined compared to when the center was in its transitional pilot operation phase as a temporary organization."
