Introduction of 60 Intelligent CCTV Crowd Detection Systems in Seongsu-dong Cafe Street Area Using QR Crowd Reporting System... Joint Safety Management by Police, Fire Department, and Transportation Corporation for Christmas and Year-End Holidays
Seongdong-gu, Seoul (Mayor Jung Won-oh) will implement safety management measures centered around the Seongsu-dong cafe street area from the 22nd to the 31st to prevent crowd-related accidents during Christmas and the year-end and New Year holidays.
Since September, Seongdong-gu has quantitatively identified high-risk crowd areas and scientifically analyzed pedestrian flow to establish a crowd safety management plan for the Seongsu-dong district, where people gather densely. The district installed closed-circuit television (CCTV) cameras in the identified high-risk areas and applied a crowd detection system. This system automatically detects crowd density through CCTV and alerts for warning signs by measuring the number of people per unit area (persons/㎡) automatically.
The district connected crowd detection software to 60 CCTV cameras, so when crowd density is detected, the Seongdong-gu Disaster and Safety Situation Room, as well as Seoul City, fire stations, and police stations, will be notified and share the information.
Before the full-scale crowd safety management, on the 18th, Seongdong-gu held a countermeasure meeting with Seongdong Police Station, Seongdong Fire Station, and Seoul Metro to discuss each agency's roles and cooperation. The Seongdong Police Station plans to deploy patrol vehicles focusing on areas prone to crowding such as Seongsu-ro and Yeonmujang-gil and will deploy personnel in stages according to the on-site situation. The Seongdong Fire Station will position fire trucks and firefighters nearby for immediate emergency response and operate an on-site patrol team composed of volunteer firefighters.
Seoul Metro plans to encourage subway users to use entrances other than Exit 3 of Seongsu Station on Line 2, which is usually crowded. To this end, safety management personnel will be stationed inside the station, and during the ‘serious’ crowd risk stage (5 or more persons per unit area), they plan to have trains pass through Seongsu Station without stopping.
The district shares response plans with each agency and deploys public officials and voluntary disaster prevention teams to respond to on-site situations together. Obstructions that hinder pedestrian flow will be removed in advance, and illegal parking will be intensively monitored. Using a QR code crowd reporting system that allows real-time video transmission to the district’s Smart City Integrated Operation Center via mobile phones, CCTV monitoring without blind spots will also be conducted.
The district conducted a pre-inspection around Seongsu Station on the 21st with related organizations such as the Ministry of the Interior and Safety and Seoul City and will begin focused safety management from the 22nd.
Jung Won-oh, Mayor of Seongdong-gu, said, “We will thoroughly prepare for crowd accidents by establishing an intelligent disaster safety system using smart technology,” and added, “Since safety is directly related to the lives of residents, we will not let our guard down and will do our best to manage crowd safety during the year-end and New Year holidays.”
