A Residential Complex with up to 45 Floors and 2,000 Households to Be Built in Siheung-dong, Geumcheon-gu

The aging low-rise residential area around 871 Siheung-dong, Geumcheon-gu, Seoul, which has long been neglected in development, will be transformed into a residential complex with up to 45 floors and approximately 2,000 households.

On the 21st, the Seoul Metropolitan Government announced the confirmation of the rapid integrated planning for the area around 871 Siheung-dong. The target site is a densely populated low-rise housing area with a high proportion of old houses over 30 years old (62.9%) and semi-basement houses (83.5%). Through this plan, a premium residential complex featuring a three-dimensional and rhythmic skyline along Siheung-daero is expected to be created.


First, considering the regional conditions and project feasibility as the area is developing as the gateway to Seoul and the central area of Geumcheon-gu, the land use zone was upgraded from Type 2 residential (7 floors) to Type 3 residential. A height plan of up to approximately 45 floors was also established. The city plans to apply flexible height regulations for complexes that incorporate creative and innovative designs such as landscape, views, open lower floors, and specialized facade designs.


Taking into account the rapid integrated planning and surrounding developments such as Moa Town adjacent to the target site, the transportation system in the area was also reorganized. To facilitate access to the target area from Siheung-daero and east-west traffic connection between Siheung-daero and Doksan-ro, some parcels along Siheung-daero were included in the zone to secure access roads, and surrounding roads adjacent to the site were widened to separate sidewalks and roadways.


A park is planned on the southern part of the site, with a public parking lot arranged in a complex underneath. The plan includes expanding living infrastructure by integrating sports and social welfare facilities, and arranging neighborhood living facilities and community facilities linked with streets and public pedestrian paths to create a vibrant residential complex.


Additionally, an east-west visual corridor along Siheung-daero will be secured, and an open urban landscape will be created through a three-dimensional skyline plan applying creative and innovative designs. Tower-type main buildings will be arranged along Siheung-daero to form a visual opening axis in the east-west direction, securing a visual corridor with views of Gwanaksan Mountain. Furthermore, a rhythmic skyline, specialized design of high-rise tower buildings, and low-rise specialized design plans using facade greening along living streets will be introduced.


With the rapid integrated planning for the redevelopment candidate site around 871 Siheung-dong expected to be completed within this year, the city anticipates that the maintenance plan drafting process will begin in the first half of next year. The application of simplified procedures for rapid integrated planning is expected to significantly shorten the project duration.


Jo Nam-jun, Director of the Seoul Metropolitan Government’s Urban Planning Bureau, said, “Through this plan, we aimed to create a creative and innovative landscape along Siheung-daero, the gateway to Seoul, while developing a pleasant residential complex open to the surroundings. We hope it will become a representative residential complex that leads the improvement of the residential environment in the area and satisfies residents’ expectations.”
