Recognized for Improving Residential Welfare through Hope Cultivation and New Housing Construction
County Governor Kim Seong: "Building a Residential Welfare Safety Net through Community and Public-Private Cooperation"
Jangheung-gun, Jeollanam-do announced on the 19th that it received the Prime Minister’s Institutional Commendation at the ‘2023 Korea Housing Welfare Expo’.
The event was hosted by the Ministry of Land, Infrastructure and Transport and jointly organized by Korea Land & Housing Corporation and Housing & Urban Guarantee Corporation.
The Korea Housing Welfare Expo is an event that discovers and awards individuals and organizations who have contributed to the development of the housing welfare sector.
On this day, Jangheung-gun received the highest award given to local governments, the Prime Minister’s Institutional Commendation.

Jangheung-gun secures project funds through external resources such as welfare foundations and broadcasting companies without relying on the local government’s budget, and helps low-income families living in poor housing conditions by connecting with local talent donation institutions and organizations.
They are carrying out the ‘Hope Cultivation New Housing Construction Project,’ which provides a safe and comfortable housing environment with a small budget.
By forming a network for new housing construction, the county acts as a control tower to identify beneficiaries and promote the project.
Fundraising is managed by the county (Resident Welfare Division), demolition and waste disposal by Ildeung Environment Co., Ltd., boundary and subdivision surveying by Korea Land and Geospatial Informatix Corporation, design and permits by the Jangheung Regional Architects Association (7 member architects), and construction by local volunteer groups such as the Rotary Club, all donating their talents. From 2013 to 2023, 42 units of Hope Cultivation new housing were completed.
From 2020 to 2023, housing environment improvements such as indoor bathroom installations, study room improvements, roof replacements, wallpapering, and flooring were supported for 217 vulnerable households.
Housing costs (deposits and monthly rent) were supported for 22 crisis families who had nowhere to go due to fire or eviction demands.
County Governor Kim Seong said, “The solid housing welfare safety net built through cooperation between Jangheung-gun and local residents received positive evaluation. We will continue to do our best so that residents can live in better living environments.”
