Gumi-si Selects Best Practices for Population Growth Policies in the Second Half of This Year

Wrapping Up Activities for 2023, 3rd Gumi City Population Policy Committee Meeting

Initiation of Research for Gumi-style Population Policy Establishment and Selection of 9 Excellent Population Policies

Gumi City in Gyeongbuk has selected the ‘2023 Second Half Population Increase Policy Best Practices’ that contributed to overcoming the population crisis and creating a Gumi where people want to live.

Gumi-si Selects Best Practices for Population Growth Policies in the Second Half of This Year Gumi City Selected for Excellent Population Policy in the Second Half of 2023.

This evaluation, conducted on about 100 population policies discovered over the past year, selected nine best practices through citizen surveys, population growth rates, special policy achievements, and deliberations by the Population Policy Committee to reflect diverse citizen opinions and objective results.


The nine selected best practices include three policies in the area of relocation to increase Gumi’s population: ▲Gumi Camping Ground Citizen and New Resident Priority Reservation System, a preferential policy for Gumi citizens utilizing the famous camping spot, Gumi Camping Ground ▲Citizen Simple Verification System, which verifies Gumi citizens without cumbersome paperwork such as public facility discounts ▲Address Acquisition Activation Project through Performance Discount Benefits, providing 50% discount benefits on planned performances for new residents.


Two childbirth encouragement policies were selected: ▲‘Waiting Together’ Comprehensive Support Project for Infertile Couples, providing systematic support ▲365 Care Daycare Operation for detailed care welfare.


In the special policy area for towns and neighborhoods to attract population inflow, four best practices were selected: ▲Celebration events for childbirth families and on-site civil service office operation (Sinpyeong 2-dong) ▲Night civil service office operation for workers (Songjeong-dong) ▲Gumi愛 Address Acquisition Campaign in cooperation with companies (Gongdan-dong) ▲On-site civil service office visiting dormitories (Sinpyeong 1-dong).


The city plans to create a positive atmosphere for overcoming population issues by encouraging proactive administration through various incentives such as awards and performance bonuses for selected outstanding personnel and reflecting them in department evaluations, and to prepare diverse population policies through analyzing citizen satisfaction with excellent policies.


At the 3rd Population Policy Committee meeting held on the 13th, a kickoff report on the ‘Research Service for Establishing Population Policies Preparing for Future Society’ responding to changing population structures was also conducted by Dr. Sena Kim’s team from Gyeongbuk Research Institute, discussing the direction of the service and cooperation plans for promoting Gumi’s unique population policies reflecting citizens’ voices.


Vice Mayor Kim Hoseop said, “We will widely share and analyze the selected best policies today to continuously achieve results, and concentrate all administrative power on recreating a city where it is good to raise children, young people stay, and people want to live for a lifetime through establishing customized Gumi-type population policies.”
