Yangcheon-gu (District Mayor Lee Gijae) announced that it will implement the "5th Seasonal Fine Dust Management System" from this month until March next year to prepare for the occurrence of high-concentration fine dust during the winter season.


Introduced in 2019 and now in its fifth year, the "Seasonal Fine Dust Management System" is a policy that activates strengthened fine dust emission reduction and intensive management measures during the winter season, when high concentrations of fine dust frequently occur.


The district plans to select and promote 13 key implementation tasks across four sectors: transportation, heating, workplaces, and exposure reduction. In the "transportation sector," four tasks will be carried out: ▲intensive crackdown on vehicle emissions and idling ▲special inspections of private vehicle inspection centers ▲special points for passenger car mileage ▲special management of mandatory installation of electric vehicle charging zones in the private sector. The district will use video cameras and other means to intensively crack down on vehicles exceeding emission standards and idling vehicles around subway stations and schools, and conduct special inspections of private vehicle inspection centers to check compliance and suitability of emission inspections for cars and motorcycles.


Additionally, among passenger car mileage members who registered their mileage at the start of the seasonal management period, those who drove less than 50% (1,697 km) of the average mileage will receive special mileage worth 10,000 KRW. For the 85 private-sector sites subject to mandatory installation of electric vehicle charging zones, the district plans to actively promote city and environmental department support projects to create electric vehicle charging zones and encourage electric vehicle use.


In the "heating sector," three tasks will be promoted: ▲distribution of eco-friendly boilers for households ▲special points for Eco Mileage ▲management of appropriate heating temperatures in large buildings. The district will support vulnerable groups with installation subsidies of 600,000 KRW to distribute eco-friendly boilers for households, which have a significant fine dust reduction effect and high thermal efficiency. For Eco Mileage, households that reduce energy consumption by more than 20% compared to the average of the previous two years during the seasonal management period will receive an additional 10,000 mileage points.


Furthermore, the district will inspect six energy-intensive buildings with an annual energy consumption of 2,000 TOE (tons of oil equivalent) or more to check compliance with heating temperature regulations (20℃ or below).


In the "workplace sector," two key tasks will be promoted: ▲intensive inspection of air pollutant-emitting workplaces ▲intensive management of dust-generating workplaces. The district will check the proper operation of prevention facilities at air pollutant-emitting workplaces such as types 4 and 5 boilers and painting facilities within the region, operate a citizen participation monitoring group for illegal fine dust emissions, and conduct frequent inspections of illegal vehicle painting facilities. Dust-generating construction sites will also be regularly inspected for proper suppression measures and operation of watering facilities. In addition, only public construction sites worth over 10 billion KRW will be checked for restrictions on the use of old construction machinery.


In the "exposure reduction sector," four key measures will be promoted to minimize residents' exposure to high-concentration fine dust: ▲strengthening road cleaning ▲operation and management of "Chorok Ultari" (Green Fence) ▲installation and operation of fine dust alert traffic lights ▲special indoor air quality inspections at multi-use facilities. During the seasonal fine dust management period, about 10 dust suction and watering vehicles will operate to significantly enhance road cleaning along an 8.7 km section of key management roads including Mokdongdong-ro and Mokdongseo-ro.


Notably, the district introduced the "Fine Dust Alert Traffic Light" at Yangcheon Park in 2017, the first in Seoul, to deliver fine dust concentration information intuitively and quickly. Currently, 173 units are operating within the district, displaying air quality status in blue, green, yellow, and red according to fine dust levels. The district plans to actively use these traffic lights for information dissemination during the seasonal management period.


Also, the district will collaborate with volunteer groups to manage the "Chorok Ultari," a roadside green space created using distribution boxes or bicycle storage facilities in the Sinwol-ro area, to reduce road dust. Special inspections using simple measuring devices will be conducted at 30 selected multi-use facilities, including subway stations, daycare centers, and PC rooms, where ventilation is expected to be insufficient during winter.


Meanwhile, last year during the "4th Seasonal Fine Dust Management System," the district conducted ▲inspection of 1,016 vehicles for emissions and idling ▲provided 1,905 special points for passenger car mileage ▲provided 3,064 special points for Eco Mileage ▲managed appropriate heating temperatures at six large buildings ▲inspected 23 air pollutant-emitting workplaces ▲inspected 33 dust-generating workplaces ▲and inspected indoor air quality at 26 multi-use facilities.


Lee Gijae, Mayor of Yangcheon-gu, said, "From December to March of the following year is a period when ultrafine dust intensifies to high concentrations, so we will do our best to protect residents' health by systematically implementing reduction measures in each sector without fail," and added, "We ask all residents to practice daily efforts and actively participate to ensure the effectiveness of the seasonal management system."
