Selection of 10 Contractors for Unstarted Construction Sections
Contract and Construction Procedures to Be Completed Within This Month
After more than five years of planning, the puzzle of constructing the double-track railway from Indeogwon to Dongtan Line (39 km) has been completed. All contractors for the 10 unstarted sections out of the total 12 sections have been selected. The client, Korea Rail Network Authority, plans to finalize contracts and commencement procedures with the selected construction companies within this month.

According to the Public Procurement Service and Korea Rail Network Authority on the 11th, with all contractors for the 10 sections of the ‘Indeogwon~Dongtan Line Double-Track Railway Subgrade Construction Project’ worth 2.6246 trillion KRW recently selected, construction is scheduled to begin within the year. This comes more than five years after the basic plan was established in 2018.
The project, divided into a total of 12 sections, had contractors selected and construction started for Section 1 and Section 9 in 2021. However, the remaining 10 sections were delayed after the Ministry of Economy and Finance initiated a re-evaluation of the project plan’s appropriateness in August last year due to increased costs from new station construction and tunnel ground reinforcement. After the re-evaluation review was completed in July this year, the project resumed.
The contractors for the 10 sections selected through the comprehensive evaluation bidding system have all been finalized. The comprehensive evaluation bidding system is a method used for public projects above a certain scale, where bids are evaluated not only on price but also on construction capability and the extent of corporate social responsibility fulfillment.
Section 2: GS Construction (bid price 323.88914 billion KRW), Section 3: Geukdong Construction (214.07676 billion KRW), Section 4: Lotte Construction (180.51826 billion KRW), Section 5: DL E&C (183.99606 billion KRW), Section 6: Daebo Construction (202.55038 billion KRW), Section 7: Hanyang (319.19156 billion KRW), Section 8: HJ Heavy Industries (134.54619 billion KRW), Section 10: DL Construction (256.51408 billion KRW), Section 11: Doosan Construction (207.32226 billion KRW), Section 12: HDC Hyundai Development Company (453.24075 billion KRW).
Meanwhile, with the selection of contractors for the Indeogwon~Dongtan Line double-track railway subgrade construction project completed, this year’s civil engineering orders related to railways have all been finalized. Contractors for the 7 unstarted sections out of the 10 sections of the Wolgot~Pangyo Line (34.2 km) subgrade construction project, which was conducted last month, have also all been selected.
The selected contractors are Section 2: Dongbu Construction (bid price 281.89244 billion KRW), Section 3: Ssangyong Construction (168.05823 billion KRW), Section 4: Geumgwang Enterprise (105.16521 billion KRW), Section 5: KR Industry (207.24795 billion KRW), Section 7: Hanwha (209.72234 billion KRW), Section 9: Kumho Construction (272.0713 billion KRW), Section 10: Gyeryong Construction Industry (325.3021 billion KRW).
