Checked Departmental and Functional Cold Wave Preparations and Response Systems According to Comprehensive Cold Wave Measures

Dobong-gu (District Mayor Oh Eon-seok) held the '23/24 Winter Cold Wave Comprehensive Measures Inspection Meeting' on December 5 to review the preemptive preparations and response systems for the cold wave by department and function.
This meeting was held under the chairmanship of Mayor Oh Eon-seok to check the progress of detailed measures according to the previously established 'Comprehensive Cold Wave Measures.'
During the meeting, reports were made on eight areas including ▲ establishment and operation of the comprehensive cold wave measures and situation management system ▲ operation of cold wave shelters and protection measures for vulnerable groups ▲ patrols for the homeless ▲ health management visits for vulnerable groups against cold waves ▲ operation of cold-related illness surveillance system ▲ safety inspections of gas, electricity, multi-family housing, and construction sites ▲ safety management measures for construction sites and disaster-vulnerable facilities ▲ and plans to promote citizen behavior guidelines during cold wave warnings.
Since the 15th of last month, the district has set up a task force (TF) composed of a situation control team, welfare measures team, and facility measures team to manage the cold wave situation in real time under normal climate conditions. During warnings, a 24-hour comprehensive cold wave support situation room operates to prevent cold wave damage and to take prompt action in case of damage.
To protect low-income vulnerable groups from the cold wave, 154 life support workers confirm the safety of households through phone calls and visits at least once every two days, and 41 visiting nurses conduct home visits to check and manage health abnormalities such as hypothermia for elderly living alone, disabled persons, and chronic patients.
Cold wave shelters have been designated and operated at 48 locations including community centers, senior centers, and welfare facilities, and three nighttime cold wave shelters are operated for elderly people aged 65 or older living alone and basic livelihood security recipients in the area.
As a safety management measure for gas and electrical facilities due to the cold wave, safety inspections regarding gas leaks and compliance with facility, technical, and inspection standards were completed in November for 11 gas supply facilities. For 46 construction sites, inspections will be completed by mid-December on winter safety management plans, fire prevention facilities, ventilation and air circulation facilities related to suffocation and poisoning, and the availability of protective equipment for workers against cold-related illnesses.
Additionally, the district has established a cold-related illness surveillance system in cooperation with Hanil Hospital and is closely monitoring real-time citizen health damage situations through reports on cold wave damage status by emergency medical institutions.
Mayor Oh Eon-seok of Dobong-gu said, “To prevent various disasters and safety accidents that are likely to occur during cold waves, we will carefully monitor the cold wave preparedness situation in the region before and after the issuance of cold wave warnings,” and added, “We will prioritize citizen safety and maintain constant vigilance while implementing measures.”
