Heesu Kim, Jindo County Governor's Policy Speech, Presents Next Year's County Administration Direction

Beautiful and Healthy Future Innovation Jindo Development Goal

Accelerating the 3rd Year of the 8th Elected Term with the Spirit of Juma Gapyeon (Driving a Horse Faster)

On the 1st, Kim Hee-su, the governor of Jindo County, announced the direction of county administration for 2024 during the 2nd plenary session of the 292nd Jindo County Council held at the main chamber of the Jindo County Council.


Governor Kim evaluated this year as an important year in which the development potential and capabilities of Jindo County were confirmed, achieving results such as securing 68 projects worth 114 billion KRW, the largest scale ever by the end of November, in various public contests.


The directions for next year's county administration are sevenfold: △ focused cultivation of future-oriented agriculture and fisheries △ welfare that makes all residents happy and warm △ creating an environment favorable for childbirth and child-rearing △ development of cultural and artistic resources and natural scenic specialized tourist destinations △ maintenance of a beautiful and pleasant living environment △ response to local extinction by attracting resident and youth populations △ reflection of large-scale social overhead capital (SOC) projects in national plans.


First, to focus on “future-oriented agriculture and fisheries,” the county will expand the entry of foreign seasonal workers and provide accommodation support projects to resolve labor shortages in agricultural and fishery fields, and promote the expansion of eco-friendly agricultural complexes through support for eco-friendly agricultural machinery and education.

Additionally, plans include promoting the construction of a Fisheries Seed Commercialization Center and designating the Kim Industry Promotion Zone to revitalize the fisheries industry and prepare for the future aquaculture industry.


Second, to ensure “welfare that makes all residents happy and warm,” the county will expand job projects for the elderly and disabled, and promote customized welfare such as creating a filial piety room (tentative name) where patients of elderly specialized nursing hospitals and their visiting families can spend comfortable time together.


Furthermore, support will be provided for knee artificial joint and eye disease surgeries for seniors aged 60 and over, and a dormitory construction contest for nursing and health personnel in island areas will be promoted to provide high-quality healthcare services.


Third, to “create an environment favorable for childbirth and child-rearing,” the county will strengthen support for childbirth, parenting, and education by establishing an integrated support center for pregnancy, childbirth, and childcare, providing long-distance transportation expenses for infertile couples, building a youth cultural center, and implementing video English education projects for elementary, middle, and high school students.


Fourth, to “develop cultural and artistic resources and natural scenic specialized tourist destinations,” the Jindo Sanhaedo Project will be promoted, and a complex cultural tourism facility combining culture, arts, and advanced technology will be established. A total of 30.3 billion KRW will be invested in projects such as the Sebang Sunset Art Culture Tower and the humanities healing tourism route linkage project, leading the era of South Sea tourism.


Fifth, to “maintain a beautiful and pleasant living environment,” a comprehensive plan to make Jindo bloom with flowers 365 days a year will be established to create and systematically manage beautiful green spaces, and improve residential conditions through projects such as creating safe and healthy barefoot paths, building parking towers to resolve parking difficulties, installing roundabouts, making rural buses free of charge, installing CCTV at ports and harbors, and improving the natural disaster risk area of the Sibil Market.


Sixth, to “respond to local extinction by attracting resident and youth populations,” the county will promote the construction of youth public rental housing to expand the insufficient housing space, and establish the 2025 local extinction response fund investment plan focusing on job creation and attracting resident and youth populations, making it an effective and feasible project.


Finally, to “reflect large-scale social overhead capital (SOC) projects in national plans,” the county will closely coordinate with Jeollanam-do Province, the Ministry of Land, Infrastructure and Transport, and the National Assembly to ensure that the construction of the new Jodo Bridge, the upgrade of Jindo Coastal Loop Road Route 77, and the construction of Gasa Bridge are included in the 6th National Road and Local Road Construction Plan.


Moreover, to incorporate these large-scale projects into national plans and discover future growth engines, the Future Strategy Committee will be actively operated.


Governor Kim Hee-su said, “Although there are difficulties due to the reduction of local allocation tax under a tight fiscal policy, we ask for the unwavering support and cooperation of the residents and the county council so that we can create a beautiful and healthy future innovative Jindo in 2024 by using this year’s achievements as a driving force.”


Meanwhile, next year’s county budget is set at 421.9 billion KRW, down 38.8 billion KRW from this year, with unnecessary projects and current expenses reduced and the budget strategically allocated considering the execution timing of each project.
