Mokpo City Selects 12 Outstanding Public Officials for Proactive Administration

Resolving Civil Complaints and Preventing Budget Waste through Proactive Administration

Mokpo City selected 12 exemplary public officials who improved unreasonable procedures and practices, demonstrating creativity and expertise to achieve results through proactive administration.


According to the city on the 1st, 19 cases of proactive administration recommended by each department and citizens underwent practical review, resulting in the selection of 16 outstanding cases. On the 20th of last month, the ‘2023 2nd Proactive Administration Committee’ was held, selecting 12 exemplary public officials.


The exemplary proactive administration officials receive commendations from the Mayor of Mokpo and special personnel benefits (top grade performance bonuses, personnel evaluation points, etc.). A total of 12 officials were selected, including 3 team leaders and 9 frontline officers.

First, Cheon Seunghwan, team leader of the National Sports Festival Promotion Team, made thorough preparations for the National Sports Festival facilities by temporarily utilizing unsold land in the Daeyang Industrial Complex as a storage yard. Lim Heeseon, team leader of the Regional Economy Division, played a significant role in achieving the long-discussed integration of taxi services between Mokpo and Muan (Namak area) during their tenure in the Traffic Administration Division. Kim Hyunjin, team leader of the Sanjeong-dong Administrative Welfare Center, contributed to alleviating loneliness and preventing solitary deaths among single-person households through cooking classes.


Additionally, Jeong Donghyun, officer of the Tourism Division, conducted marketing related to tourism and Mokpo seaweed exports in China following the resumption of group tours to China. An Minwoo, officer of the Planning and Budget Division, secured parking facility funds through a mutual property exchange between Mokpo City and Jeonnam Province, reducing the budget for the construction of the Mokpo City Hall outdoor parking tower by converting it into a balanced national special project.


Furthermore, Heo Jisoo, officer of the Parks and Greenery Division, created the barefoot trail at Chodang Mountain; Kim Samuel, officer of the Environmental Facilities Management Office, implemented one-way traffic and variable parking near the Modern History Intersection; and Jo Mina, officer of the Youth Population Division, established a youth startup system between Mokpo and Seoul, all selected as proactive administration officials.


Other selected officials include Kim Eunsil, officer of the Autonomous Administration Division, who developed return gifts for the Mokpo Hometown Love Donation Program; Kim Seonwook, officer of the Culture and Arts Division, who secured the Mokwon-dong alley literary museum and established a literary platform through the selection of the Mokpo Alley Literary Village project; Kim Suhyun, officer of the Waterworks Division, who expanded non-tax revenue in the waterworks business account through proactive fund management (utilizing fixed deposits); and Park Hana, officer of Manho-dong, who helped long-term homeless individuals treat hoarding disorder and secure housing.


A city official stated, “The role of public officials who proactively and creatively carry out tasks and solve problems is more important than anything else,” adding, “We will strive to spread a culture of proactive administration that all citizens can feel through the selection of proactive administration officials.”
