The Ministry of Education announced a draft organizational restructuring plan on the 1st to expand organizations dealing with issues of teacher rights violations and school violence.


Through the organizational restructuring scheduled for January next year, the Ministry of Education plans to establish the Student Health Policy Officer and Teacher-Parent Support Officer under the Office of Responsible Education Policy. The Student Health Policy Officer will oversee matters related to health, character education, arts and physical education, and school violence measures, focusing on social and emotional support for school members. To comprehensively manage social, emotional, and psychological support for school members, a department-level organization called the "Social-Emotional Growth Support Division" will be established.


The Teacher-Parent Support Officer will independently carry out policy support for teachers and parents. This includes overseeing policies for elementary and secondary school teachers, protection of teachers' educational activities, overall teacher training systems, teacher training and welfare, cooperation systems with teacher unions, and parent support policies. The Ministry of Education will reopen the previously abolished "Parent Policy Division" under the Teacher-Parent Support Officer to strengthen support for parents. The Ministry had established the Student-Parent Support Division under the Talent Policy Office in 2009 but changed it to a temporary organization and abolished it after four years.

Additionally, the Ministry will separate the Education Welfare and Care Support Officer into an independent bureau to support ongoing policies such as the integration of early childhood education and the expansion of Neulbom Schools. Furthermore, a "Social Policy Analysis Officer" responsible for research and analysis in the social policy field and a "Private Education and Admission Corruption Response Officer" to address private education cartels and admission corruption will also be established.


On the other hand, the University Regulation Innovation Bureau, which handled university regulation reform tasks, will be abolished, and its responsibilities will be transferred to the Talent Policy Office. The newly established University Regulation Innovation Promotion Team and University Management Innovation Support Division under the Talent Policy Office will handle the remaining regulatory reform tasks.


The University Regulation Innovation Bureau has been promoting the abolition of regulations such as university campus land standards and mandatory quota reductions upon university mergers since last year, and these regulatory abolitions were approved at the Cabinet meeting last September.
