Special Act on the Maintenance of Aging Planned Cities such as Bundang and Ilsan Passed by the Land, Infrastructure and Transport Committee Subcommittee

A special bill for the maintenance of aging planned cities, including the 1st generation new towns, has passed the National Assembly Land, Infrastructure and Transport Committee's Land Bill Subcommittee.

The Ministry of Land, Infrastructure and Transport announced on the 29th that the "Special Act on the Maintenance and Support of Aging Planned Cities" passed the Land Bill Subcommittee of the Land Committee.


The special act was initially discussed for the purpose of maintaining 1st generation new towns such as Ilsan and Bundang. It is one of the key pledges and national tasks of the Yoon Seok-yeol administration. A total of 13 bills, including the proposal by Assemblyman Song Won-seok in March, were submitted. After four subcommittee reviews and consolidation, the bill was finalized as a committee alternative on this day.


The applicable target areas are residential sites larger than 1 million square meters where land development projects were completed over 20 years ago. The applicable regions include 51 locations nationwide, including the 1st generation new towns, with a total of 1.03 million housing units. Detailed criteria for related laws and "residential sites larger than 1 million square meters, etc." will be included in the enforcement ordinance.


The special act also establishes a maintenance promotion system that proceeds as "Basic Policy (Ministry of Land) → Basic Plan (Local Governments) → Designation of Special Maintenance Zones → Implementation of Projects by Zone." It also allows granting various urban and architectural regulatory exceptions, such as easing or exemption of safety inspections, floor area ratio increases, and integrated reviews, to the special maintenance zones. This is to improve urban functions through integrated maintenance and to facilitate smooth maintenance projects.


Furthermore, it establishes relocation measures led by local governments with government support to respond to wide-area maintenance, and diversifies public contribution methods such as social overhead capital (SOC) and contribution fees.


The special act is expected to be promulgated within the year after going through the full Land Committee meeting and the Legislation and Judiciary Committee. It will take effect four months after promulgation. The Ministry of Land plans to announce the draft enforcement ordinance for public comment next month.
