Mangwoo 3-dong and Muk 2-dong Selected as City Moa Town Sites... 11 Locations, the Most Among 25 Autonomous Districts
Management Plan to Be Established in the First Half of Next Year, Moa Town Designation Procedures to Be Completed by the First Half of 2025
Jungnang-gu (Mayor Ryu Gyeong-gi) areas of Mangu 3-dong and Muk 2-dong were additionally selected as project sites at the ‘2023 4th Seoul Moa Town Site Selection Committee’ held on the 24th.
Moa Town is a small-scale housing maintenance management area designated by Seoul City that combines aging low-rise residential areas within 100,000㎡, where large-scale redevelopment is difficult, into one to develop like a large apartment complex. It has the advantage of solving chronic problems such as parking difficulties in low-rise residential areas and preventing the proliferation of ‘solo apartments’ caused by indiscriminate individual projects.
Earlier in October, the district comprehensively considered factors such as ▲the density of semi-basement houses ▲the necessity of maintenance due to building aging ▲the need for infrastructure such as parking environment, selected candidate sites, and submitted them to Seoul City. As a result, two sites were selected as Moa Town project sites: Mangu 3-dong 474-29 area (81,648㎡) and Muk 2-dong 243-7 area (62,681㎡).
The district expects that with this selection, inconveniences in daily life in densely populated multi-family and multi-household residential areas will be resolved, residential environments improved, and the housing standards of residents enhanced.
The district plans to establish a ‘Moa Town Management Plan’ for each site around the first half of next year. This plan aims to promote Moa housing and secure necessary infrastructure for the area. The district will establish basic management directions for the sites, including ▲land use plans ▲upzoning of zoning districts ▲plans for infrastructure such as roads and parking lots ▲building density plans such as building coverage ratio and floor area ratio.
Afterwards, once the sites go through procedures such as public inspection by residents and review by the Seoul Small-scale Housing Maintenance Integrated Deliberation Committee, and are designated as ‘Small-scale Housing Maintenance Management Areas’ with legal effect as Moa Towns, the Moa Town projects will be actively promoted. The district intends to expedite the process so that the ‘Moa Town designation’ procedure is completed by the first half of 2025.
Ryu Gyeong-gi, Mayor of Jungnang-gu, said, “Including the two newly selected sites, we will do our best to carry out the projects at all 11 Moa Town sites without delay to lay the foundation for residents’ housing stability and improvement of housing standards.” He added, “Going forward, we will devote all efforts not only to the Moa Town projects but also to housing development projects to provide residents with good residential environments for the maintenance of low-rise residential areas.”
