On the 27th, Oh Young-soon, a member of the Gwangju Nam-gu Council, praised Nam-gu's advanced disaster response, which is a nationwide exemplary case, during the first plenary session of the 2nd regular meeting of the 298th session, delivering a five-minute free speech.
Councilor Oh stated, "In August 2018, sudden heavy rains fell on Gwangju at four-day intervals, causing flooding around Baegun Square in Nam-gu and some shops and houses in Juwol-dong."
However, she did not hesitate to praise, saying, "Now, five years later, Nam-gu is recognized as a nationwide model case in disaster safety measures and has become a safe local government."
She then spoke about exemplary cases that made it possible for Nam-gu to remain safe during this year’s monsoon season without a single casualty: ▲ the nation’s first on-site operation team for flood-vulnerable areas ▲ installation of location signboards for storm drains in frequently flooded areas ▲ joint civil-government field training simulating heavy summer rain situations.
Councilor Oh said, "Nam-gu designated a dedicated department for vulnerable areas and showed proactive, on-the-ground responses by having public officials immediately carry out flood prevention activities such as maintaining storm drains during heavy rains, regardless of holidays or day and night."
She added, "To prevent damage caused by storm drains being difficult to visually confirm during road flooding from heavy rain, Nam-gu installed the first location signboards for storm drains in frequently flooded areas in Gwangju."
Finally, Councilor Oh said, "Through joint training conducted by civil and government sectors at eight frequently flooded sites in the district, voluntary resident participation in disaster prevention activities was successfully encouraged," and expressed gratitude, saying, "I thank everyone who worked hard to create a safe Nam-gu through proactive responses despite the record-breaking heavy rains during the 2023 monsoon season."
