Lawmakers Say "Recess Will Continue Unless There Is a Promise to Prevent Recurrence and an Apology"
The Jeonnam Muan County Council (Chairman Kim Kyung-hyun) drew attention on the 22nd as a recess was declared during the plenary session.
According to the County Council, during the time allocated for questions regarding county administration by departments, Chairman Kim Kyung-hyun declared a recess at the request of Kim Bong-seong, Chair of the Muan County Council Operations and Planning Committee.
During the administrative inquiries at the July extraordinary session and this plenary session, the executive branch was asked to provide materials, but due to delayed submissions from some departments, an unprecedented recess occurred.

Councilor Kim Bong-seong raised his voice during the administrative inquiry, saying, "We requested materials from the Tourism Department, but they should have been sent at least one day before writing the reduction report. Instead, they submitted it on the morning of the day, as if daring us to cut the budget."
In response, Cho Young-hee, head of the Tourism Department, said, "There were shortcomings. We will ensure that this does not happen again."
Kim Ki-young, head of the Resident Life Department, gave an irresponsible answer, stating, "The staff member conveyed the councilor's legitimate request to the team leader, but the team leader did not make contact," drawing criticism.
In response to the department heads' answers, Councilor Kim Bong-seong raised his voice, saying, "If you are not going to focus during the plenary session, do not attend the gallery," and strongly criticized the executive branch's disregard for the council, stating, "The county governor was not elected only by 90,000 residents, but we councilors were also elected by the residents."
All members of the Muan County Council spoke in unison, saying, "If there is no promise of recurrence prevention and apology from responsible officials of the executive branch, the recess will be indefinite."
Chairman Kim Kyung-hyun said, "For the development of our county, the council and the executive branch must cooperate with each other," and added, "I hope such an unprecedented incident will not occur in the future."
