Ulju-gun, Ulsan City, has established and is implementing the ‘2023 Ulju-gun Winter Disaster Response Plan’ to prepare for winter disasters such as heavy snowfall and cold waves.
The goal of this response plan is to operate an efficient winter disaster response system to prevent loss of life and property damage and to minimize inconvenience to residents caused by winter disasters.
According to the response plan, the county will carry out systematic disaster response activities from the preliminary warning stage to minimize disaster damage from December 15th this year to March 15th next year.
First, five staff members, including employees from the Safety General Division, will be deployed to establish a 24-hour situation management system, and additional personnel will be mobilized for emergency duty at each stage of emergency situations above the preliminary warning level.
Additionally, a collaborative response system for 13 types of natural disasters has been established, where each party performs their duties and roles during disasters, maintaining cooperation systems and emergency contact networks with related organizations.
For road snow removal, 38 snow removal vehicles, 26 snow plows, 26 spreaders, one vehicle loader, and one tracked excavator will be deployed. To ensure efficient snow removal on 28 major snow removal target roads totaling 270.75 km, 13 mobile forward bases will be established to carry out snow removal operations.

To respond to cold waves, a cold wave countermeasure TF team consisting of 10 members from six departments will operate seven squads.
To prepare for winter cold waves and pipe bursts, safety inspections of related facilities will be conducted to ensure stable supply of electricity and gas, and an emergency response system for rapid emergency recovery with related organizations will be maintained.
Various livestock facilities such as barns will be inspected and maintained regularly to promote damage mitigation measures, and publicity will be conducted to prevent heating facility fires. For fisheries breeding and aquaculture facilities, guidance and management will be carried out by species and season.
As a damage mitigation measure for crops, promotion of disaster-resilient greenhouses installation and enrollment in wind and flood insurance will be conducted, along with dissemination of heavy snowfall response guidelines and operation of snow removal teams by village.
To protect vulnerable groups during winter, welfare services and heating supplies from private companies and organizations will be linked and supported, and investigations to identify socially vulnerable groups and safety inspections of social welfare facilities will be conducted.
An Ulju-gun official stated, “We will establish a thorough response system to winter disasters to minimize loss of life and property damage,” and added, “We will do our utmost to reduce inconvenience to Ulju-gun residents caused by heavy snowfall and cold waves.”
