Actively Reviewing Public Facility Fee Reductions and Ordinance Amendments Following Relaxation from Three to Two Children Criteria for Multiple Children Benefits
Gangnam-gu (District Mayor Jo Seong-myeong) has been promoting an ordinance amendment since June to expand the reduction of public facility usage fees for multi-child families, allowing families with two children to receive multi-child discounts at 123 public facilities.
In response to the ultra-low birthrate era, and in line with Seoul City's expansion of multi-child discount criteria announced last May, the district actively pursued the expansion of public facility usage fee reductions.
Accordingly, 17 related ordinances were reviewed, with 10 ordinances already amended and the remaining 7 under review and in progress. Seoul City relaxed the multi-child criteria from three children to two children and adjusted the eligibility for the Multi-child Happiness Card issuance from the youngest child being under 13 years old to under 18 years old.
As a result, seven childcare facilities including Gangnam-gu’s public indoor children's playgrounds and comprehensive childcare support centers, as well as 10 local informatization classrooms, which previously offered free use starting from three children, now allow free use starting from two children. Additionally, 20 Gangnam-gu libraries that provided an 80% discount for families with three children now offer full free use starting from two children.
Thirty-one facilities such as cultural centers, lifelong learning centers, sports facilities, and women's capability development centers, which previously offered a 50% discount for families with three children, now provide full free use for three children and a 50% discount for two children. At 55 public parking lots, where a 30% discount was previously given for two children and 50% for three children, the ordinance amendment now grants a 50% discount starting from two children.
Usage fees for residents' autonomy centers and Gangnam Healing Center are currently undergoing amendment procedures, and usage fees for family centers are planned to be amended after the revision of higher-level laws next year. For youth training centers, which offer many programs, the decision on whether to amend next year will be made after carefully reviewing the budget to support the expanded discount targets.
Jo Seong-myeong, Mayor of Gangnam-gu, stated, “To overcome the serious population issue with a birthrate of 0.49%, we have actively promoted support policies for multi-child families,” and added, “We will continue to expand practical support that residents can feel to create a child-friendly environment.”
