Priority on Public Welfare Including Safety and Social Welfare Enhancement, Continued Promotion of Growth Engines
Efficient Budget Allocation and Sound Fiscal Management for Shared Sacrifice
On the 14th, Hwasun-gun, Jeollanam-do announced on the 15th that it has prepared a 663.2 billion KRW budget proposal for the next year and submitted it to the Hwasun-gun Council.
The budget proposal was conservatively prepared in response to worsening revenue conditions such as the reduction of local allocation tax, and plans to operate sound finances by reducing unnecessary expenditures.
Additionally, the budget was formulated with the priority of stabilizing the livelihood of residents by strengthening public safety and social welfare, while continuing to sustain the region's economic growth engines.
Looking at the budget allocation by major sectors, ▲the social welfare sector accounts for the largest portion with 160.1 billion KRW, followed by ▲agriculture, forestry, and marine fisheries sector with 115.6 billion KRW, ▲environment sector with 108.5 billion KRW, ▲industry, small and medium enterprises, and energy sector with 28.9 billion KRW, and ▲culture and tourism sector with 27.5 billion KRW.
In the social welfare sector, 160.1 billion KRW was allocated including 55 billion KRW for basic pensions, 11.5 billion KRW for senior job projects, 6 billion KRW for disability activity support benefits, 4 billion KRW for customized senior care services, and 3.4 billion KRW for infant childcare fee support.
The agriculture, forestry, and marine fisheries sector includes 16.4 billion KRW for public interest direct payment support, 5.4 billion KRW for farmer and fisherman public interest allowance support, 5.8 billion KRW for rural hub revitalization projects, 3.6 billion KRW for rural living environment maintenance, and 2.1 billion KRW for rural spatial maintenance projects, totaling 115.6 billion KRW.
The industry, small and medium enterprises, and energy sector includes 6.4 billion KRW for the construction of a bio-health convergence knowledge industry center, 3.5 billion KRW for the establishment of a functional HMR demonstration and commercialization support center, 1.7 billion KRW for the construction of a national immunotherapy platform, and 3.2 billion KRW for the issuance and operation of Hwasun Love gift certificates, totaling 28.9 billion KRW.
The culture and tourism sector includes 3.7 billion KRW for the creation of the Hwasun Flood Control Park Golf Course, 2 billion KRW for the construction of a multipurpose gymnasium, 1.5 billion KRW for the Nostalgic Neungju tourism resource project, and 1 billion KRW for the operation of the Dolmen Care Festival, totaling 27.5 billion KRW.
The environment sector includes 5.5 billion KRW for the improvement of Dongbok water purification plant, 4.8 billion KRW for the improvement of rural village sewage systems, 2.6 billion KRW for the improvement of Baeka water purification plant, 1.3 billion KRW for the operation and management of household waste treatment facilities, and 1 billion KRW for non-point pollution reduction projects (old downtown, traditional markets), totaling 108.5 billion KRW.
In addition, budgets were allocated for sustainable development and residents' safety, including 6.5 billion KRW for abandoned mine area development fund projects, 5.3 billion KRW for the creation of the second bio-pharmaceutical industrial complex, 4.2 billion KRW for comprehensive maintenance of flood and wind disaster living zones, and 2.7 billion KRW for the maintenance of natural disaster risk improvement districts.
Governor Kubokgyu stated, “Despite difficult financial conditions, we will strengthen and maintain financial support for vulnerable groups and small business owners, overcome the county’s financial crisis caused by tax revenue shortages, and continue to do our best without change for the happiness of residents and the development of county administration as a continuous growth engine.”
Meanwhile, the 2024 budget proposal submitted by Hwasun-gun is scheduled to be reviewed at the 263rd 2nd regular session starting November 20.
