Gangbuk-gu Holds Interim Report Meeting for Designating Moa Town in Beondong 411 and Suyudong 52-1

Gangbuk-gu, Seoul (Mayor Lee Soon-hee) held an interim report meeting on the establishment of a management plan on the 13th to accelerate the Moa Town redevelopment project in the areas of Beondong 411 and Suyu-dong 52-1, proceeding with the two sites through a ‘prior designation of Moa Town’ approach.


The areas of Beondong 411 (area 79,517㎡) and Suyu-dong 52-1 (area 72,754.7㎡) were selected as Moa Town target sites on October 27 last year. The Beondong 411 area is adjacent to Suyu Station, and the Suyu-dong 52-1 area is near Hwagye Station, making both locations conveniently accessible by transportation.


The district has been establishing a management plan since July to redevelop these two underdeveloped areas into representative new residential complexes around transit stations in Gangbuk-gu. To this end, an interim report meeting on the management plan was held at the district office’s Disaster and Safety Situation Room on the 13th.


The meeting was attended by 17 people, including Gangbuk-gu Mayor Lee Soon-hee, seven Gangbuk-gu officials, six members of the on-site support team, and four representatives from the consulting firms.


During the meeting, the basic concept plan for Moa Town in the respective areas and the small-scale housing redevelopment management plan were reviewed. In particular, the option to designate and announce the areas as Moa Town management zones in advance to expedite the project was intensively discussed.


The ‘prior designation and announcement of Moa Town’ is a system that announces the ‘management zone designation’ procedure, which normally follows the ‘establishment of a management plan,’ in advance of the management plan establishment stage. The project area is expanded from 10,000㎡ to 20,000㎡, and the aging rate is relaxed from 67% to 57%, among other eased criteria, supporting the swift progress of the association establishment process. The district plans to submit nine sites in Beondong 411 and seven sites in Suyu-dong 52-1 to the Seoul City Integrated Deliberation Committee agenda by December this year and complete the prior designation and announcement of Moa Town by the first half of next year.


Additionally, to support the rapid promotion of the redevelopment project, the district appointed six experts in three fields?urban architecture (planning consultation), urban planning (permit consultation), and urban administration (conflict mediation and arbitration)?as the ‘Moa Town On-site Support Team’ on the same day.


The Moa Town On-site Support Team was introduced in response to residents’ demands for continuous expert support expressed during resident representative meetings. From this day forward, the support team will provide objective and professional redevelopment project information, enhance communication among residents, and mediate conflicts. The overall on-site coordinator is Professor Bae Woong-gyu from the Department of Urban Systems Engineering at Chung-Ang University, who is also the chief planner for the two project areas.


Residents wishing to receive support can visit the Rehoboth Suyu Business Center (8th floor, 308 Dobong-ro, Gangbuk-gu) between 2 PM and 6 PM on the second and fourth Tuesday and Wednesday of each month, or contact the Gangbuk-gu Housing Redevelopment Division.


Mayor Lee Soon-hee of Gangbuk-gu stated, “Thanks to the active communication and cooperation of residents, the areas will become exemplary cases demonstrating the advantages of Moa Town, where Seoul City, Gangbuk-gu, and residents work together to advance the project swiftly. We will continue to communicate with residents during the remaining period of establishing the management plan to actively introduce integrated development methods that can maximize redevelopment effects such as zoning upgrades and enhance project feasibility.”
