Unbelievable... Busan Public Corporation Employee Completes 42 Hours of Mandatory Training in a Single Day

Busan City Councilor Baeyoungsuk Criticizes Busan IT Industry Promotion Agency in Administrative Audit

Excessive Number of Trainees Exceeding 8 Hours Daily... Many Unreasonably Accelerated Training Completions

During the administrative audit of Busan City, it was pointed out that many executives and employees of the Busan Information Industry Promotion Agency completed legally mandated training for more than 8 hours a day through irregular methods.


In fact, one employee was found to have received 42 hours of training in a single day, leaving those around him bewildered. This was revealed at the 317th regular meeting of the Planning and Finance Committee on the 10th. On that day, issues regarding the training performance of the agency’s executives and employees were raised during the administrative audit of the Busan Information Industry Promotion Agency.

Assemblywoman Bae Young-sook (People Power Party, Busanjin-gu 4), of the Busan City Council’s Planning and Finance Committee, first stated, “Internally, the Information Industry Promotion Agency is facing issues such as the absence of the director and workplace harassment, and the responsibility of the head of the department is also significant. They need to communicate with each other to reform the organizational culture.” She added, “The legally mandated training hours for executives and employees in 2023 are only marked as ‘in progress.’ Many of these mandatory trainings are closely related to internal issues, but the fact that they have not yet been completed and were not completed in advance during the first half of the year to prevent internal problems is a serious issue,” strongly criticizing the situation.


She continued, “There are many commissioned trainings that employees freely take. However, how is it possible that some employees completed 42.97 hours, 26.9 hours, and 32.98 hours of training in a single day?” she questioned.


In response, Park Myung-soo, Director of Management Support, said, “When taking online training, there is a feature that allows adjusting the playback speed to watch the content faster. It seems they used this to listen to important parts.”


Assemblywoman Bae sharply criticized this, saying, “That method is an irregular practice and is an inappropriate answer during an administrative audit. What meaning does such training have if it is listened to in that way?” and requested the submission of related materials.


After receiving the requested materials, Assemblywoman Bae stated, “This training is supposed to help with work, but listening at several times the speed is merely for the purpose of ‘completion’ and does not help work at all. Legal action should be taken through an internal investigation,” and pointed out, “Even though there is an audit team, it has not properly fulfilled its role.”


Assemblywoman Bae added, “I hope the internal issues are resolved as soon as possible so that the Information Industry Promotion Agency can function properly and receive applause from the citizens.”


Director Park responded, “I will deeply reflect on the pointed-out issues and work with all employees to become a true institution for the citizens.”
