Guro-gu, 2023 Winter Season Comprehensive Measures Implementation

Guro-gu (District Mayor Moon Heon-il) announced the "2023 Winter Comprehensive Measures" on the 13th to ensure a safe and warm winter for its residents.


These measures will be implemented over four months, from November 15 to March 15 of next year, covering five areas: snow removal, cold wave response, safety measures, health and environmental measures, and livelihood stabilization measures.


The district's implementation directions include △ establishing and operating a proactive situation management system for prompt response to residents' inconveniences △ strengthening inspections of facilities vulnerable to snowfall to ensure residents' safety △ promoting systematic infectious disease prevention and cleaning measures to create a pleasant environment △ providing special support and management for cold wave vulnerable groups to promote a "warm winter" △ and promoting residents' livelihood stability through stable guidance and management of living costs.


Changes starting this year include enhanced snow removal management systems and resident safety management in preparation for heavy snowfall.


First, with the addition of road heating cables at six locations this year, a total of eight will be operated from this winter.


Also, to make it easier for residents who voluntarily participate in snow removal, the weight of a small package of snow removal agent has been reduced from 20 kilograms (kg) to 15 kilograms (kg).


For traditional markets and large stores where crowds gather, in addition to fire, electricity, gas, and elevator sectors, concentrated safety inspections will be additionally conducted.


To thoroughly manage the safety of areas vulnerable to snowfall, the number of green space inspection sites has been expanded from 185 to 413, and the number of street trees inspected has increased from 10,620 to 11,980.


Support for cold wave vulnerable groups, whose difficulties increase as the weather gets colder, has also been expanded.


The number of households receiving winter support funds for vulnerable groups such as basic livelihood security recipients, medical aid recipients, and low-income veterans has increased from 7,200 to 7,870, and the number of elderly receiving customized care and free meals has expanded from 2,568 to 2,622.


A Guro-gu official stated, "We will strongly implement the winter comprehensive measures, including both existing and reinforced items," and added, "We hope all residents pay attention to and care for neighbors in need so that everyone can have a safe and warm winter."
