“Seocho Coin for All (모du-reul wihan Seocho Coin)”


Seocho-gu, Seoul (Mayor Jeon Seong-su) participated in the 2023 Smart City Expo World Congress (SCEWC) held in Barcelona, Spain from the 7th to the 9th (local time) to showcase the district’s outstanding smart city policies to the world.


Hosted by Barcelona City Hall, SCEWC is the world’s largest smart city international event held every November, where cities and companies worldwide share technologies for designing future cities. This year, 140 countries, over 700 cities, and more than 20,000 participants attended.


At this event, the district actively introduced the excellence of the ‘Good Seocho Coin’ and the ‘Digital Inclusive Smart City Seocho’ to visitors through Mayor Jeon Seong-su’s keynote speech and the operation of a promotional booth.


In particular, on the 8th (local time), Mayor Jeon delivered a keynote speech in English at the Smart City Seoul Policy Forum held in the SCEWC Seoul Pavilion Forum Zone. There, he emphasized the role of local governments in creating an environment where all citizens can enjoy the benefits of digital technology without discrimination.


Mayor Jeon received great acclaim from visitors from around the world attending the forum by highlighting the usability and excellence of the ‘Good Seocho Coin,’ which is based on blockchain technology.


The ‘Good Seocho Coin’ is a ‘good point’ exchanged for positive values in various fields such as environment, welfare, and education, including carbon neutrality practices, protection of socially vulnerable groups, and talent donation. Accumulated coins can be used for payment or donation at public facilities and about 300 carbon-zero shops.


This year, the project also won the ‘Korea Local Government Administrative Award’ and the Excellence Award at the ‘Green Apple Awards,’ one of the world’s four major international environmental awards.


Additionally, Mayor Jeon introduced representative smart city projects implemented by social class. These include the nation’s first 4th industrial technology experience space ‘Seocho SMART Youth Center,’ ▲ ‘Seocho AI College’ for youth employment and entrepreneurship in the 4th industrial era, ▲ ‘Active Senior Project’ to bridge the digital gap for the elderly, ▲ ‘Seoripul Imagination Forest School,’ a forest experience activity using digital technologies such as AR for people with developmental disabilities, and ▲ ‘Smart OK Civil Service Center,’ the nation’s first civil service form system using QR codes.


Finally, Mayor Jeon concluded his keynote speech by stating that he will promote smart policies that citizens can feel, such as the creation of the ‘Yangjae Future Convergence Innovation District’ leading the AI industry and ‘solving urban problems through partnerships between companies’ for a digitally inclusive smart city Seocho.


The district also set up a separate Seocho-gu promotional booth within the ‘Seoul Pavilion’ at the expo. Under the theme ‘Seocho Coin for ALL,’ visitors could experience ways to accumulate Seocho Coins at the booth, including delivering carbon-zero shop items, participating in transparent PET bottle collection, and accumulating Seocho Coins via QR codes after volunteer activities.


Olja Stanic Maric (48), a Serbian government official who visited the Seocho-gu booth, said, “I am delighted to have the amazing experience of seeing good influence spread through the medium of Seocho Coin.”

Through participation in this expo, the district plans to promote its smart city policies such as the Good Seocho Coin worldwide while benchmarking excellent smart policy cases from other global cities.


Three local companies with smart technologies also participated in this event. The participating companies are ▲ Triplett (AI video analysis-based store analysis system), ▲ Piaspace (AI-based real-time CCTV video analysis solution), and ▲ CTI Lab (deep learning-based malware detection system).


Meanwhile, the district is the only autonomous district in Seoul to hold both domestic and international smart city certifications by promoting the digital inclusive smart city project. In particular, it has obtained the highest grade ‘Level 4’ smart city international standard certification from the British Standards Institution (BSI), the highest among local governments nationwide.


Seocho-gu Mayor Jeon Seong-su said, “I consider it meaningful to be able to promote smart city policies such as Seocho Coin worldwide through this expo,” and added, “We will continue to create a digital inclusive smart city Seocho where everyone can enjoy benefits.”
