Sampyo Pungnap-dong Ready-Mix Concrete Plant Voluntary Relocation by 2025

Sampyo Pungnap Ready-Mix Concrete Plant will cease operations by December 2025 and voluntarily hand over the site to Seoul City and Songpa District.


With this, Songpa District (District Mayor Seo Gang-seok) has finally resolved the long-standing wish of Pungnap-dong residents, which had been stagnant for 20 years.


Regarding this, Seo Gang-seok, Mayor of Songpa District, explained the significance by saying, “Now local residents can live predictable lives, and Songpa District can carry out administration accordingly.”


The Sampyo Pungnap Ready-Mix Concrete Plant (305-14 Pungnap-dong and others) has been subject to annual compensation by Seoul City and Songpa District since the area was designated as the target site for the ‘Seoul Pungnap-dong Earthen Fortress Restoration and Maintenance Project’ in 2003. However, since 2014, Sampyo Industrial delayed relocation by refusing compensation negotiations, citing difficulties in securing alternative sites, which led to various lawsuits and issues.


As the relocation of the factory located in a residential area was delayed, Pungnap-dong residents suffered many inconveniences and safety threats due to noise, dust, traffic congestion, and concerns about traffic accidents.


In response, the district selected the ‘Relocation of Sampyo Industrial Pungnap Ready-Mix Concrete Plant’ as a key pledge project of the 8th local government administration to promptly resolve issues directly related to the lives of Pungnap-dong residents and has continued efforts in various ways.


Since filing a land delivery lawsuit in August 2020 and imposing compensation fees in 2021, continuous persuasion and negotiations were pursued to induce Sampyo Industrial’s smooth voluntary relocation.


As a result, during the land delivery lawsuit process, Sampyo Industrial was induced to voluntarily relocate through a court-recommended settlement.


A ‘court-recommended settlement decision’ is a form in which the court recommends an agreement between parties involved in a lawsuit by considering the interests of the parties and all other circumstances within the scope that does not contradict the claim’s purpose. It has the same effect as a final judgment.


According to the decision, Sampyo Industrial must voluntarily hand over the factory land and fixtures to Seoul City and Songpa District immediately after the end of December 2025, and if not complied with, must pay a penalty for delay calculated per day. Meanwhile, the district plans to impose compensation fees for the occupancy period until 2025.


The district will promptly proceed with administrative procedures for the factory relocation, including completion of remaining compensation. Additionally, to prepare for the period after relocation in 2026, plans for demolition, excavation, and utilization will be reviewed reflecting residents’ opinions.


Seo Gang-seok, Mayor of Songpa District, stated, “I am pleased that the long-standing wish of Pungnap-dong residents can be definitively and visibly resolved through this court-recommended settlement decision,” and added, “We will proceed with the remaining process without any setbacks to ensure that Pungnap-dong residents can live in a better residential environment.”
