The Gyeongbuk Province Mayors and County Governors Council (Chairman Lee Gang-deok, Mayor of Pohang) held a regular meeting on the 6th at the Yeongcheon City Hall main conference room, attended by 22 mayors and county governors of Gyeongbuk Province.
On the 6th, the Gyeongsangbuk-do Mayors and County Governors Association held a regular meeting at the Yeongcheon City Hall main conference room, attended by 22 mayors and county governors from Gyeongbuk Province.
The meeting proceeded in the order of reviewing reports from relevant institutions on proposals made at the previous meeting, discussing proposals from cities and counties, and providing information on regional promotional matters.
At this meeting, Pohang City proposed a revision of the distribution rate of the city and county adjustment grants, which, despite being a system for balanced development of local governments, has been widening the financial gap between cities and counties.
The city explained that the proportion of general adjustment grants should be increased and the proportion of special adjustment grants reduced to secure budget autonomy for city and county local governments.
Additionally, six agenda items were discussed, including ▲a proposal to amend laws related to daytime parking enforcement for cargo and passenger vehicles (Gyeongju) ▲expanding the eligible age for the Happy Voucher Support Project for women farmers and fishermen (Gyeongsan) ▲a proposal to improve compensation for public officials (Cheongsong) ▲expanding priority appointment targets for local health center directors (Cheongdo) ▲a proposal for national government support for costs related to the disposal of mercury-containing waste measuring instruments (Ulleung), among others. The approved agenda items will be forwarded to Gyeongbuk Province and central government ministries.
The Gyeongbuk Province Mayors and County Governors Council has been continuously submitting proposals from meetings to the central government and related ministries, but as mid- to long-term reviews and difficulties in acceptance persist, the council plans to strengthen cooperation among cities and counties to firmly push through related proposals and take proactive measures.
At the same time, the meeting promoted major local festivals such as ▲Andong Nakdong River Healing Road event ▲Gumi Ramen Festival ▲opening of Yeongcheon Bohyeonsan Dam suspension bridge ▲development of a new representative symbol (CI) for Mungyeong City ▲Jisandong Ancient Tombs World Heritage registration commemorative event ▲midwinter Buncheon Santa Village ▲6th Marinepia Uljin National Sea Fishing Competition.
Lee Gang-deok, Chairman of the Gyeongbuk Province Mayors and County Governors Council, expressed gratitude to Choi Ki-moon, Mayor of Yeongcheon, for preparing the 6th regular meeting of the 8th local government term, stating, “At the Central-Local Cooperation Meeting on the 27th of last month, a proposal to grant autonomy when establishing a director-level organization for local governments was approved, expanding autonomous organizational authority and enabling flexible responses to regional issues such as population decline. Let the 22 cities and counties of Gyeongbuk unite to lead the local era and strive for regional mutual development.”
The Gyeongbuk Province Mayors and County Governors Council holds meetings every two months, and the next regular meeting is scheduled to be held in Sangju City in December.
