Operating 'On-site Communication Office' with LH for Fair Compensation

"I hope you will communicate and coordinate more closely with central government ministries to advance the groundbreaking schedule ahead of the government's plan."


Lee Sang-il, Mayor of Yongin City, Gyeonggi Province, reaffirmed his commitment to focusing administrative efforts on the early groundbreaking of Samsung Electronics' 'Yongin Advanced System Semiconductor Cluster National Industrial Complex.'


Yongin City announced on the 4th that Mayor Lee presided over a strategic meeting of the Idong-Namsa Industrial Complex Development Support Task Force in the mayor's reception room on the 3rd.

At the meeting, they shared the main agenda of the 4th meeting of the Ministry of Land, Infrastructure and Transport's New National Industrial Complex Pan-Government Promotion Support Group held on the 24th of last month, and discussed various pending issues related to the industrial complex development as well as the city's response plans and strategies.


The mayor said, "If there are difficulties due to regulations or if institutional improvements are needed, please prepare countermeasures by sector so that the city can respond more actively," adding, "I will also personally meet with relevant parties to persuade them and lend my support."


Mayor Lee also emphasized efforts for smooth compensation. He ordered, "Please activate communication channels with residents quickly and pay special attention to ensuring reasonable compensation and relocation."


To this end, the city plans to establish channels for direct communication with residents, such as operating an on-site communication office (tentative name) with the Korea Land and Housing Corporation (LH), the project implementer, to proactively respond to various civil complaints.


During the meeting, they also reviewed various pending issues to be resolved during the industrial complex development process, including the residential complexes in the hinterland, traffic measures linked to the industrial complex, extension of the Gyeonggang Line subway, water supply plans, adjustment of the Songtan water source protection zone, review of small stream abolition, additional allocation of total water pollution load, and matters related to agricultural reservoirs.


The system semiconductor cluster industrial complex, to be developed over 7.1 million square meters in Idong and Namsa-eup, Cheoin-gu, Yongin, will see Samsung Electronics invest a total of 300 trillion won to build five semiconductor manufacturing plants by 2042. About 150 material, parts, and equipment (MPE) and fabless companies will also move into the complex.


LH, the project implementer, began various planning services such as survey design and environmental impact assessments in July. In September, the government announced a policy to exempt the preliminary feasibility study, promising pan-government support.
