Jangwi 8 and 9 districts in Seongbuk-gu, Seoul, which were deregulated from maintenance zones in 2017, will be transformed into a large complex with over 5,000 newly built households through public redevelopment. The Yongdu 1-6 district near Cheongnyangni Station in Dongdaemun-gu, Seoul, will also be redeveloped into an apartment complex with 1,000 households.
On the 1st, the Seoul Metropolitan Government held a delegated subcommittee meeting of the Urban Renewal Committee and announced on the 2nd that it had approved the revised urban renewal promotion plan for Jangwi 8 district around 85 Jangwi-dong and Jangwi 9 district around 238-83 Jangwi-dong.
As a result, a total of 5,076 households will be constructed, with 2,846 households in Jangwi 8 district and 2,230 households in Jangwi 9 district. Among these, 1,547 public housing units (784 in district 8 and 763 in district 9) are planned to be mixed with sale housing.
Jangwi 8 and 9 districts experienced ups and downs after being deregulated from maintenance zones in 2017 but were selected as candidates for public redevelopment projects in 2020. Public redevelopment is a development project promoted by public institutions such as LH (Korea Land and Housing Corporation) and SH (Seoul Housing and Communities Corporation) participating as developers to facilitate housing supply and residential environment improvement. These districts will secure public facilities such as social welfare and cultural facilities needed in the area by readjusting infrastructure plans such as roads to reflect the changed conditions through this plan.
In particular, Jangwi 8 district respects the Kim Jin-heung House, a cultural asset of Seoul, by creating a park around it to secure openness, and organically connects it with the park on the south side of Jangwi 9 district to secure a scenic axis. Additionally, a public pedestrian passage will be created in the center of the complex to provide residents with convenient movement and a safe walking environment.
Furthermore, reflecting the characteristics of the district located in the center of the Jangwi urban renewal promotion zone, a row-type commercial area is arranged along Dolgoti-ro, and a 10-meter-wide front setback is designated as a pedestrian space to revitalize the street of Dolgoti-ro.
With the approval of this plan, Jangwi 8 and 9 districts will proceed with the project implementation approval process through the formation of resident representative meetings, designation of project implementers, and review by the Seoul City Architecture Committee.
Han Byung-yong, Director of the Seoul Housing Policy Office, said, “The Jangwi urban renewal promotion zone has experienced many changes such as designation and deregulation. Through the decision on the urban renewal promotion plan for Jangwi 8 and 9 districts, we will actively support the stabilization of the Seoul housing market and the improvement of living conditions for local residents.”
Meanwhile, at the same meeting, the revised urban renewal promotion plan for Yongdu 1-6 district in Yongdu-dong 14-1, where pre-planned public redevelopment is being promoted, was also approved.
This district was able to increase the planned floor area ratio up to 1100% through ▲ zoning upgrade (from general commercial and semi-residential to general commercial area) and ▲ height increase (from under 90m to under 200m). As a result, it will be reborn as a complex with 977 households (including 421 public housing units), 120 officetel units, and office facilities. Additionally, sufficient green and pedestrian spaces will be secured.
Han Byung-yong, Director of the Seoul Housing Policy Office, said, “Through the public redevelopment projects promoted in the Cheongnyangni and Wangsimni metropolitan centers, we have been able to provide housing and office facilities as well as sufficient green and pedestrian spaces. Moving forward, we will actively support redevelopment projects from various perspectives to continuously secure green spaces in downtown Seoul and improve the residential environment.”
